Department of Housing & Urban Development as a <br /> <br />part of any application filed for Community Development Block Grant funds and/or for <br /> <br />Urban Development Action Grant funds, carried by a vote of four-to-one, Councilman West <br /> <br />voting against the motion "as a matter of principle" (and citing the "new Federalism" <br /> <br />principle advanced by the present Federal administration which gives promise to local <br /> <br />governments to develop their own programs). <br /> <br />In preparation for the forthcoming 1982 Annual Conference of the Virginia Municipal <br /> <br />League, which conference all members of Council expect to attend, especially in honor <br /> <br />and support of Councilman West upon his becoming President of the Virginia Municipal <br /> <br />League, Council designated Mayor Cole as its voting delegate and Vice-Mayor Oakes as <br /> <br />its alternate voting delegate at said conference, it being noted that Vice-Mayor Oakes <br /> <br />will be attending a VML legislative committee meeting on Thursday, August 26th. <br /> <br />Council unanimously authorized the waiving of taxes, penalties and interest assessed <br /> <br />against Mrs. Lucy Jane Scales Dillard for her Lot No. 37, situated in the Spruce Street- <br /> <br />Parkview Avenue-Brookdale Road area, for the period 1962-1970 because tax bills on this <br /> <br />property during that period were inadvertently addressed and forwarded to another person <br /> <br />having a similar name and residing elsewhere and because, during that period, Mrs. <br /> <br />Dillard paid taxes on property she did not own, the amount of which approximates the <br /> <br />$187.24 in taxes-penalties-interest assessed and due on her Lot No. 37. <br /> <br />Council expressed favorable comments on the following items: <br /> <br />1. The public hearing notice (its contents and format) advertised for the <br />Chapter 8 (City Code) ordinance public hearing; <br /> <br />2. <br /> <br />The publication of Council's agenda in advance of <br />as the initial such publication in complying with <br />directive; and <br /> <br />its August 24th meeting, <br />Council's August 10th <br />
