.".: S TUESDAY AUGUST 24, 1982 Sec. 8-14 Disturbing or damaging refuse containers or receptacles. It shall be a Class 3 misdemeanor for any person to disturb, damage, or deface any refuse container placed at the curb line for collection or any public refuse receptacle. Sec. 8-15 Litter receptacles in public places. The Litter Receptacle Regulations adopted by the Department of Conservation and Economic Development of the Commonwealth of Virginia, November 22, 1978, pursuant to Chapter 19, Title 10, Section 10-200, Code of Virginia, are hereby adopted and incor- porated into this section of the City Code by reference as if set forth herein verbatim. Sec. 8-16 Public works director authorized to promulgate regulations; suspension of service. a. The Director of Public Works is hereby authorized to promulgate any rules or regulations concerning the collection or handling of refuse as he may deem necessary, not in conflict with this Code or State law. b. The Director of Public Works may, in his discretion, suspend refuse collection service to any person who fails or refuses to comply with this chapter or any rules or regulations lawfully promulgated thereunder. Sec. 8-17 Violations of this article. Excpet as otherwise specifically provided, any violation of any provision of this article shall constitute a Class 1 misdemeanor. Council unanimously adopted the following ordinance, aj introduced at Council's August 10th meeting, amending the City's business-professional License Tax Ordinance: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, that the 1970 License Tax Ordinance of the City of Martinsville, Virginia, be--and is hereby--amended to provide that Section 11 of Chapter II thereof is hereby deleted and that Section 7 of Chapter III shall include, between the line "A physiotherapist" and the line "A public relations counsellor" the following: A private investigator or private detective or private security services business.
