<br />TUESDAY <br /> <br />JULY 27, 1982 <br /> <br />~ <br /> <br />Council took under advisement, for further consideration and/or action at its August <br /> <br />24th meeting, a revised and updated Housing Assistance Plan, as recommended by Wiley <br /> <br />& Wilson, Consulting Engineers, from this firm's housing study and report dated February, <br /> <br />1982. <br /> <br />At the request of Mu1titrade Group, Inc., and with Councilman West abstaining from dis- <br /> <br />cussion thereof and action thereon, all other members of Council authorized the granting <br /> <br />of a ten-foot easement to Multitrade Group, Inc., along or on Tract No. 11 within the <br /> <br />City's Industrial Park to allow this firm to construct a steam line from its proposed <br /> <br />steam generation plant to serve industries within the Industrial Park. <br /> <br />..... <br /> <br />Mr. Richard L. Gipple, Vice-Chairman of the City's Social Services Administrative Board, <br /> <br />appeared before Council on behalf of the Board and informed Council that, as a result of <br /> <br />recent actions taken by the State Welfare Board, funding in 1982-83 by the Commonwealth <br /> <br />of Virginia for the local Social Services Department will be reduced (from that initially <br /> <br />estimated) to the extent that the City's net cost to operate this department for 1982-83, <br /> <br />if Council concurs, will be 23% of the total welfare budget instead of, as budgeted, 21\%; <br /> <br />o~ if Council does not concur, salaries of departmental employees can not be increased <br /> <br />(approximately 8%) as planned and budgeted or staff personnel must be reduced, notwith- <br /> <br />standing increasing burdens being placed on local welfare departments through changing <br /> <br />regulations and/or adverse economic conditions. Councilman West, as a member and recently- <br /> <br />elected Vice-Chairman of the State Community College Board, noting that State funding is <br /> <br />being reduced for other activities, including the community colleges, expressed his concern <br /> <br />over the City's assumption of an increased local cost of operating the Social Services <br /> <br /> <br />Department, as requested; however, he agreed, as did Vice-Mayor Oakes, and with other mem- <br /> <br />bers of Council in concurrence, for the City to assume the additional cost for 1982-83 <br /> <br />only, with the expectation that thereafter the City's proportionate cost share will be no <br /> <br />more than its present 21%. <br />
