<br />TUESDAY <br /> <br />JULY 27, 1982 <br /> <br />- <br /> <br />to provide an opportunity for the area citizens to express their views; however, as <br /> <br />Council pointed out, this would serve no useful purpose inasmuch as the decision to <br /> <br />revise the Land Use Map lies solely with Council and, furthermore, a residential zoning <br /> <br />classification has been assigned this property for a number of years, thus permitting a <br /> <br />private owner to develop it residentially, within certain confines, should he desire to <br /> <br />do so, irrespective of the land-use designation. Having heard Mr. Katz and a number of <br /> <br />other interested citizens present, Council pointed out that the property was sold (by <br /> <br />duly-advertised invitations to bid, Mr. Katz having submitted a bid) on the basis that <br /> <br />it was surplus property with no potential for development as a recreational facility or <br /> <br />for any other public purpose. Mayor Cole then declared the public hearing closed, <br /> <br />following which, upon motion (duly seconded and unanimously carried) Council accepted the <br /> <br />Planning Commission's recommendation that the City's Land Use Map and Comprehensive Plan <br /> <br />be revised to reflect a "Medium Density Residential" designation for this property. Mean- <br /> <br />while, members of Council assured these citizens of Council's concern for the area's <br /> <br />recreational needs and of intent to give due consideration thereto. <br /> <br />In tentative acceptance of the Planning Commission's recommendation that property at <br /> <br />301 Starling Avenue, ovmed by Mr. Paul S. Davis, be rezoned from "R-6 Residential" to <br /> <br />"P-2 Professional", as recently requested by the Patrick Henry Mental Health Center and <br /> <br />its Director, Dr. Joseph Leizer, Council directed that a duly-advertised public hearing <br /> <br />be conducted on this request and proposed rezoning at Council's forthcoming August 10th <br /> <br />meeting. <br /> <br />Although a report is yet pending from the Planning Commission on Pannill Knitting Company's <br /> <br />petition seeking the rezoning to "M-3 Industrial" of its properties identified as <br />
