<br />"'(I <br />\ ,'" . <br />f _ ,-' <br /> <br />TUESDAY <br /> <br />JULY 27, 1982 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsvi1le, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, July 27, 1982, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Mrs. Eliza H. <br /> <br />Severt; and Francis T. West. <br /> <br />Following the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held July 13, 1982. <br /> <br />Continuing its public hearing from its July 13th meeting on a proposal, recommended <br /> <br />for Council's approval by the Planning Commission, to revise the City's Land Use Map <br /> <br />and Comprehensive Plan to reflect a "Medium Density Residential" designation for that <br /> <br />property known as the Stafford G. Whittle Park, situated off Oak Street, and recently <br /> <br />sold as surplus property to Mr. L. L. Lester, Jr., Council acknowledged receipt of <br /> <br />Mr. Erwin Katz's July 27th letter (accompanied by a supporting petition signed by area <br /> <br />residents) objecting to this proposed change for the following reasons: <br /> <br />1. Additional motor vehicle traffic would be generated by the development <br />of this property for residential purposes; <br /> <br />2. Oak Street is too narrow (and can not feasibly be widened) to accommodate <br />additional motor vehicle traffic; <br /> <br />3. While this park has not been maintained by the City for recreational pur- <br />poses, area citizens have maintained the park for many years and have <br />used the park for recreational purposes; <br /> <br />4. With the property now having been sold, area citizens and children no <br />longer have a nearby recreational area; and <br /> <br />5. Area property owners were not notified of the Planning Commission's recent <br />(duly-advertised) public hearing on the proposal to change the designation. <br /> <br />In addition, Mr. Katz requested that this matter be remanded to the Planning Commission <br />
