Then, upon motion, duly seconded and unanimously carried, Council <br /> <br />called for the introduction of an ordinance (to amend current regulations) at <br /> <br />some future Council meeting, at which time--or subsequent1y--Counci1 may set a <br /> <br />date for a public hearing thereon. <br /> <br />Upon nomination by Vice-Mayor Oakes and upon motion, duly seconded and unani- <br /> <br />mous1y carried, Council appointed Mr. Oakley H. Fitzgerald to membership on the <br /> <br />Martinsvil1e Transportation Safety Commission for the unexpired term (ending <br /> <br />January 28, 1983) of Mr. James W. Severt, who resigned as of June 30, 1982. <br /> <br />Upon motion, duly seconded and unanimously carried, Council authorized the ex- <br /> <br />penditure by Blue Ridge Regional Library of $144,123.00 in State Aid to Libraries <br /> <br />and $1,005.00 in Federal Aid to Libraries for the fiscal year 1982-83 for purposes <br /> <br />specified by the Virginia State Library Board. <br /> <br />City Manager Edmonds reported that the City School Board has tentatively decided <br /> <br />that the property formerly housing the Joseph Martin School should remain under <br /> <br />the School Board's ownership and (that) the School Board will entertain proposals <br /> <br />to lease this property to a non-profit organization for public use. It was also <br /> <br />reported that Mayor Cole, who has been active in attempting to put this property <br /> <br />to usage by the general public since its discontinuance for public school purposes, <br /> <br />has been asked by the School Board to continue in this role. <br /> <br />City Manager Edmonds presented a breakdown by the Piedmont Emergency Medical <br /> <br />Services Council of this agency's 1982-83 budget request of the City in the amount <br />
