Spirited opposition should be undertaken by all local governments in the <br />Commonwealth and in the nation to avoid deregulation of the cable tele- <br />vision industry and/or further encroachment of the federal government <br />upon the prerogative of local governments in this regard. <br /> <br />3. This resolution should be forwarded to the City's congressional <br />delegation, with a request that this position be strongly voiced and <br />voted by that delegation. <br /> <br />Upon recommendation by City Manager Edmonds, Council unanimously approved a revision <br /> <br />of the policies and user charges for the local National Guard Armory, as set forth in <br /> <br />Mr. Edmonds' proposal dated June, 1982. <br /> <br />Upon recommendation by City Manager Edmonds, as set forth in his memorandum report dated <br /> <br />June 16, 1982, Council (by a vote of three in favor and Councilman Oakes abstaining) <br /> <br />authorized the expanding of current target neighborhoods for the City's Housing <br /> <br />Rehabilitation Program. <br /> <br />In acceptance of the report and recommendations submitted by Vice Mayor Cole and <br /> <br />Councilman Reed, members of a special committee studying the proposed expansion of the <br /> <br />local Health Department facility, Council unanimously authorized City Manager Edmonds to <br /> <br />execute--on behalf of the City--a contract with Quality Construction Company, Danville, <br /> <br />Virginia, for the construction of additions to said facility, contingent upon a like <br /> <br />authorization on the part of the Henry County Board of Supervisors being given the <br /> <br />Henry County Administrator and, too, contingent upon the appropriating of $150,000.00 <br /> <br />toward this project by said Supervisors, for which the City has budgeted $100,000.00 <br /> <br />for 1982-83, the special committee noting that the total cost (including construction <br />
