Spirited opposition should be undertaken by all local governments in the Commonwealth and in the nation to avoid deregulation of the cable tele- vision industry and/or further encroachment of the federal government upon the prerogative of local governments in this regard. 3. This resolution should be forwarded to the City's congressional delegation, with a request that this position be strongly voiced and voted by that delegation. Upon recommendation by City Manager Edmonds, Council unanimously approved a revision of the policies and user charges for the local National Guard Armory, as set forth in Mr. Edmonds' proposal dated June, 1982. Upon recommendation by City Manager Edmonds, as set forth in his memorandum report dated June 16, 1982, Council (by a vote of three in favor and Councilman Oakes abstaining) authorized the expanding of current target neighborhoods for the City's Housing Rehabilitation Program. In acceptance of the report and recommendations submitted by Vice Mayor Cole and Councilman Reed, members of a special committee studying the proposed expansion of the local Health Department facility, Council unanimously authorized City Manager Edmonds to execute--on behalf of the City--a contract with Quality Construction Company, Danville, Virginia, for the construction of additions to said facility, contingent upon a like authorization on the part of the Henry County Board of Supervisors being given the Henry County Administrator and, too, contingent upon the appropriating of $150,000.00 toward this project by said Supervisors, for which the City has budgeted $100,000.00 for 1982-83, the special committee noting that the total cost (including construction
