<br />TUESDAY <br /> <br />JUNE 22, 1982 <br /> <br />directed toward the cost-effective utilization of all funds available within each <br /> <br />localtiy for long-term care services, beginning July 1, 1983. <br /> <br />Council unanimously scheduled for adoption at its forthcoming July 13th meeting an <br /> <br />ordinance (as introduced) which will revise the current ordinance granting certain real <br /> <br />estate tax exemptions (i.e., tax relief for the elderly and/or handicapped) and is to <br /> <br />include a recent amendment to Section 58-760.1 of the CODE OF VIRGINIA by the Virginia <br /> <br />General Assembly's enactment of Senate Bill No. 325. <br /> <br />Council unanimously adopted the following resolution in opposition to proposed federal <br /> <br />legislation which, if enacted by the U. S. Congress, will deregulate cable TV services <br /> <br />and operations and/or preempt local authority in the franchising of such services and <br /> <br />operations: <br /> <br />WHEREAS, cable television is a growing industry with increasing impact on the <br />educational and entertainment interests of the citizens of Martinsville; and <br /> <br />WHEREAS, the City Council has, since the inception of the cable television <br />system in this community, exercised prudent and effective regulatory oversight <br />of this vital pubic service; and <br /> <br />WHEREAS, the U. S. Congress is now considering various proposed pieces of <br />legislation to deregulate most cable services and to preempt state and local <br />authority over such operations; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, that: <br /> <br />1. Local governments should retain broad franchising powers to include, <br />at a minimum, the following: <br /> <br />(a) authority to grant and revoke franchises, including the <br />right to establish ownership restrictions and qualifications; <br /> <br />(b) authority to establish minimum service requirements, including <br />system capacity and unlimited access requirements; <br /> <br />(c) authority to regulate rates for basic services (and to determine <br />the definition of basic through the franchise process); <br />
