Mr. Burge, further, described the <br /> <br />funding methods for each of these two projects, the status of funds or funding there- <br /> <br />for, and the Highway Department's current construction schedule for the projects, as <br /> <br />follows, meanwhile noting that, in the forthcoming month of June, the Highway Depart- <br /> <br />ment expects to advertise for bids for the construction-replacement of the Mulberry <br /> <br />Creek bridge, for which Mr. Burge explained the funding and need for proceeding with <br /> <br />the bridge replacement separate and apart from the Spruce Street project: <br /> <br />Mulberry Road Extension Project <br />July, 1983 . . <br />January, 1985 <br /> <br />(a non-Federal aid project) <br />right-of-way acquisition; and <br />. . . . . . advertise for construction bids. <br /> <br />Spruce Street Project <br />July, 1986 . . <br />Beyond 1988 <br /> <br />right-of-way acquisition; and <br />advertise for construction bids. <br /> <br />Mrs. Patricia Kotkin, of 106 Dove Lane, describing hazardous conditions attributed to <br /> <br />the present Spruce Street design along with similar conditions anticipated from the <br /> <br />currently-proposed realignment, urged the Highway Department to place the Spruce <br /> <br />Street project in Henry County and farther away from the residential properties <br /> <br />abutting Spruce Street. In response to an inquirty from Mr. Frank Frazier, of 704 <br /> <br />Druid Lane, as to reasons for accelerating the Mulberry Creek bridge replacement, <br /> <br />classified as an urban project involving Federal funds and for which funds are being <br /> <br />made available, it was noted--and substantiated by Mr. James W. Severt, Chairman of <br /> <br />the City's Transportation Safety Commission--that not only because of its narrowness <br /> <br />and design but also because it poses a danger of being washed away, it is structurally <br /> <br />unsafe for more than light motor vehicle traffic and is in urgent need of being <br /> <br />replaced. <br /> <br />On petition of four property owners (Mrs. Elizabeth Holland and Messrs.
