Mr. James W. Severt, President of Nationwide Homes, Inc., a nearby <br /> <br />industry, as he did at Council's May 11th meeting, urged Council to defer seeling of <br /> <br />this property until such time as economic conditions improve and because, in his <br /> <br />opinion, the land has a higher value than that bid by Mr. Wilson. Also, in response <br /> <br />to an inquiry from Mrs. Eliza H. Severt, Councilwoman-Elect, who stated that she has <br /> <br />been--and is--an advocate for industrial development, it was noted that most of the <br /> <br />Smith Lake tract lies within Henry County and, therefore, consideration for its <br /> <br />usage has not yet come before the City Planning Commission. Council then requested <br /> <br />and authorized the special study committee to obtain two independent valuation ap- <br /> <br />praisals for the Smith Lake property and for the Poor House Farm property, about the <br /> <br />latter of which some question was raised as to its surplus status in light of City <br /> <br />Manager Edmonds' prior proposal that this land be sold and (that) a portion of the <br /> <br />proceeds therefrom be escrowed for purchase of other lands for the City Prison Farm. <br /> <br />.- <br /> <br />In response to the City's recent inquiry and supplementing his letter of May 5, 1982, <br /> <br />pertaining to the proposed Spruce Street highway construction project and to the Mulberry <br /> <br />Road Extension project, Mr. George C. Burge, Planning Engineer for the Virginia Depart- <br /> <br />ment of Highways & Transportation, appeared before Council and presented a status <br /> <br />report on each of these two projects, beginning with the initiatory requests therefor <br /> <br />from the City and, chronologically, subsequent events relating thereto until the present <br /> <br />time, during which some opposition was registered as to the proposed alignment of the <br /> <br />Spruce Street project, thus causing delays in planning for the project as well as-- <br /> <br />because it has been designated a Federal-aid project--requiring an extensive environ- <br /> <br />mental impact study and, if realigned as requested by the adjacent property owners <br /> <br />whereby a major portion would be situated in Henry County, would involve the County <br />
