<br />TUESDAY <br /> <br />MAY 25, 1982 <br /> <br />- <br /> <br />1. Mrs. Pat Dameron, 808 Corn Tassel Trail, representing the Community <br />Action Council; <br />2. Mrs. Patricia Kotkin, 106 Dove Lane; <br />3. Mr. W. Harry Davis, Jr., President of the Martinsville Education <br />Association; <br />4. Mrs. Janet P. Fentress, 1314 South Askin Street; and <br />5. Dr. John J. Engel, Pediatrician, residing at 902 Hunting Ridge Road. <br /> <br />After some discussion by members of Council of these matters and related budget <br /> <br />matters, and including a request that City Manager Edmonds provide Council with an <br /> <br />-- <br /> <br />explanation of fund carry-overs, upon motion, duly seconded and unanimously carried, <br /> <br />Council directed that a duly-advertised public hearing be conducted by Council at its <br /> <br />forthcoming June 8th meeting on the proposed 1982-83 City Budget, as revised and <br /> <br />tentatively approved. <br /> <br />After conducting a duly-advertised public hearing on Dr. Norman M. Warren's petition <br /> <br />seeking the rezoning to P-2 Professional of that certain property situated at 307 <br /> <br />Starling Avenue, which petition has been recommended by the Planning Commission for <br /> <br />Council's approval, and there being no objections registered by any citizen, Council <br /> <br />unanimously adopted the following ordinance effecting said requested rezoning and <br /> <br />amending the City's Zoning Map accordingly: <br /> <br />.- <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular meeting assembled this 25th day of May, 1982, that the Zoning Map <br />of the City of Martinsville be--and is hereby--amended to reclassify from <br />R-6 Residential to P-2 Professional that certain property located at 307 <br />Starling Avenue and further identified as being Lot No. 26-R of Section <br />43(2), Block C, of the Tax Maps of the City of Martinsville. <br /> <br />BE IT FURTHER ORDAINED by said Council that, an emergency existing, this <br />ordinance shall be in force from date of passage. <br /> <br />Mr. James B. Frith, Jr., as President of the Martinsville-Henry County Crime Stoppers <br /> <br />Program, Inc., appeared before Council and briefly described the methods and purposes <br /> <br />of this recently-organized agency, initiated by the Martinsville Kiwanis Club and <br />
