<br />,-, ~ ' <br />:'l <br /> <br />TUESDAY <br /> <br />MAY 25, 1982 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Barry A. Greene presiding, was held Tuesday, May 25, 1982, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., Barry A. <br /> <br />Greene, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; and <br /> <br />Francis T. West. <br /> <br />Following the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held May 11, 1982. <br /> <br />Although there was not scheduled for this meeting any public hearing on City Manager <br /> <br />Edmonds' recommended 1982-83 City Budget, or on Council's actions taken thereon at <br /> <br />its special meeting held May 24, 1982, a number of citizens present were allowed to <br /> <br />comment on said proposed budget and on Council's May 24th actions thereon, generally <br /> <br />expressing their support of the City School Board's adopted 1982-83 pay plan for its <br /> <br />teachers and, conversely, expressing their opposition to that part of Council's May <br /> <br />24th action wherein the City's projected net local cost of operating the City School <br /> <br />System during 1982-83 was reduced by $84,000.00, apparently it being assumed by these <br /> <br />citizens that this reduction would adversely affect said proposed pay plan. In <br /> <br />addition, one or more of these citizens seemed to have the understanding that already <br /> <br />during the current school year budgetary restraints have been imposed to the extent <br /> <br />that school funds were insufficient to purchase supplies of office and teaching <br /> <br />materials, notwithstanding the School Board's projected 1981-82 unspent funds in the <br /> <br />amount of $124,000.00; and, furthermore, because of budgetary restraints and a low <br /> <br />salary scale, the quality of local education is suffering, teachers are leaving the <br /> <br />local school system, and the needs of many students are not being met. Citizens <br /> <br />expressing one or more of these opinions were: <br />
