Council was informed that the School Board's proposed 1982-83 teacher <br /> <br />salary schedule represents an average increase (over 1981-82) of slightly more than <br /> <br />12%, with a lesser percentage increase being proposed for non-professional personnel, <br /> <br />for a total additional cost (over 1981-82) in salaries and wages of $592,000.00, <br /> <br />against which--as well as against all other school operating costs--the City will <br /> <br />receive $481,000.00 additional funds from the Commonwealth of Virginia in 1982-83. <br /> <br />Council was further informed that no net increase in teaching personnel is antici- <br /> <br />pated for 1982-83, unless there be added one teacher for the expanded data pro- <br /> <br />cessing course begun during the current year. Meanwhile, at the request of Vice <br /> <br />Mayor Cole, the School Board indicated that it will compile dollar figures reflect- <br /> <br />ing the effect of closing the Joseph Martin Elementary School as of the end of the <br /> <br />1980-81 school year. Too, City Manager Edmonds reminded Council, having brought <br /> <br />this to Council's attention last year, that two issues remain unresolved with regard <br /> <br />to the School System budgets and their preparation, viz., (1) a definition as to what <br /> <br />constitutes the net local cost of operating the School System and (2) the need to <br /> <br />include all operations of the City School System in the total City budget (unless <br /> <br />revenues and expenditures of certain activities can be guaranteed to match). Council <br /> <br />suggested that Mr. Edmonds study these issues, particularly the first-named, and re- <br /> <br />port back to Council with his recommendations thereon, supported by his rationale. <br /> <br />Council then discussed with Mr. Norman Paulsen, of the Health Department, his agency's <br /> <br />1982-83 budget requests and the formula by which local jurisdictional costs are <br /> <br />determined. <br /> <br />Council learned from Mr. Kippy Cassell, of the Piedmont Emergency Medical Services <br /> <br />Council, that his agency's 1982-83 budget request from the City is $1,995.00 rather <br /> <br />than the $1,345.00 shown in the proposed budget; whereupon, Council tentatively <br />
