<br />J...,.; , <br /> <br />MONDAY <br /> <br />MAY 24, 1982 <br /> <br />approved the request for the larger amount, subject to final action by Council on <br /> <br />the total 1982-83 City Budget. Mr. Cassell explained that the amount requested, <br /> <br />along with similar requests of other local participating jurisdictions, will finance <br /> <br />the cost of training of rescue squad personnel and maintenance of the life support <br /> <br />system now in the process of being installed; and, further, Mr. Cassell indicated <br /> <br />that he foresees no drastic increases in the amounts this agency will request from <br /> <br />local governing bodies in succeeding years. <br /> <br />Other items of the proposed 1982-83 budget discussed were: <br /> <br />-","'-' <br /> <br />1. The effect of the City's pay plan's incremental 2~% steps (for <br />development, merit, and longevity), estimated to convert to a <br />one per cent increase in annual payroll costs; <br />2. The method being initiated by the Commissioner of the Revenue <br />in assessing personal property (particularly, motor vehicles); <br />3. The Prison Farm operation and its revenues generated; <br />4. The City's current shared-cost policy with regard to construction <br />of sidewalks and curb-and-gutter, with Vice Mayor Cole raising <br />the question as to whether the City should abandon this policy <br />in favor of the City's underwriting 100% of the costs and with <br />City Manager Emonds being directed to give study to this question; <br />5. The proposed refuse collection budget and the need to maintain <br />current levels of services; <br />6. Funds being requested by all departments and agencies for travel <br />expenses; and <br />7. The request by the Social Services Advisory Board for compensation <br />of each member in the amount of $40.00 per meeting attended, in <br />lieu of the present flat allowance of $100.00 per year, with <br />Council directing City Manager Edmonds to prepare a schedule <br />showing the amounts of compensation (and/or allowances), if any, <br />currently being paid to members of the City's various boards and <br />commissions. <br /> <br />Council acknowledged receipt from City Manager Edmonds of recently-requested in- <br /> <br />formation regarding the proposed 1982-83 City Budget, setting forth (1) the total <br /> <br />cost of $396,964.00 incurred by the City for the CBD (Downtown Development) <br /> <br />program, against which property owners have contributed $128,523.00, leaving a net <br />
