<br />MAY 11, 1982 <br /> <br />TUESDAY <br /> <br />_. <br /> <br />2. Once the interim improvements are in operation, the City should <br />develop a detailed process monitoring program. The program would <br />monitor the concentration of BOD and SS throughout the plant and <br />the efficiency of the various treatment units. This would enable <br />the City to determine accurately how well the treatment units are <br />operating and would also serve as a valuable aid in the operation <br />of the plant. <br /> <br />3. Using the data obtained from the process monitoring program, <br />monitor the effectiveness of the interim improvements and the <br />operation of the plant for a 6-to-12 month period prior to com- <br />mitment for any improvements. <br /> <br />-- <br /> <br />4. Prior to the City committing itself for any improvements beyond <br />those necessary to treat 8 mgd, the City should determine if it <br />is more cost effective to expand the plant to 9 mgd than it is <br />to divert the Jones Creek flow to the PSA's Upper Smith River <br />Plant and, thereby, share in the cost of the PSA's plant <br />expansion. <br /> <br />5. The City should request that the HCPSA submit a preliminary <br />engineering report to the State Health Department for review <br />regarding the PSA's proposed expansion of its Upper Smith River <br />Plant so that the City can determine with more certainty the <br />cost effectiveness of sharing in the PSA's proposed expansion. <br /> <br />Following review by the City, we (Wiley & Wilson) will submit the supplemental <br />report to the State Health Department and (to) the State Water Control Board to <br />serve as the preliminary engineering report for the proposed expansion. <br /> <br />In keeping with its policy (reiterated July 14, 1981) of publicizing, in advance, <br /> <br />impending expirations of terms of members of local boards and commissions and re- <br /> <br />- <br /> <br />ceiving (on an individual basis) from citizens the names of citizens for Council's <br /> <br />consideration in appointing and/or reappointing members to these boards and commissions, <br /> <br />Council made public a listing of current members of such boards and commissions whose <br /> <br />terms will expire on June 30, 1982. Noting that the terms of all members of the City <br /> <br />Planning Commission will expire on June 30th, Mayor Greene asked that consideration be <br /> <br />given by Council at its forthcoming May 25th meeting to providing for a "staggering" <br /> <br />of said terms. <br />
