'c <br />\;_ i "!',) <br /> <br />MAY 11, 1982 <br /> <br />TUESDAY <br /> <br />Upper Smith River Plant expansion, the City could meet its wastewater <br />treatment requirements to the year 2005. Estimated cost of Alternative <br />2 was set at $1,186,000.00, excluding the City's cost to participate in <br />the HCPSA facility expansion. Because of more stringent treatment <br />required under this proposal to comply with the existing permit con- <br />ditions, operating costs can be expected to increase markedly. <br /> <br />Alternative 3 - Expand the existing plant to 8 mgd and obtain a new <br />NPDES permit (to increase the allowable poundage). By making this <br />expansion and participating in the HCPSA Upper Smith River Plant <br />expansion, the City could meet its wastewater treatment requirements <br />to the year 2005. No distinct advantages over Alternatives 1 and 2 <br />were envisioned and, in addition, Alternative 3 would not lend itself <br />to an orderly expansion to 12 mgd in the future, if required; there- <br />fore, Alternative 3 was not pursued further by Wiley & Wilson and no <br />cost estimates therefor were compiled. <br /> <br />Wiley & Wilson's supplemental report then offered the following conclusions and <br /> <br />recommendations: <br /> <br />CONCLUSIONS <br /> <br />1. Since the plant over the past two years has approached 95% of <br />design flow and is presently 80-to-85 percent of design flow, <br />additional capacity is required. <br /> <br />2. The average daily flows Monday-through-Friday for the past <br />several months have approximated 90% of the design flow. <br /> <br />3. Implementation of the interim improvements now under con- <br />struction will serve to alleviate the solids loadings in the <br />plant and serve to increase the capacity of the gravity <br />thickeners and the detention time in the existing digesters <br />to approximately 15 days (to insure abatement of odors). <br /> <br />4. The City's plant, if expanded to 8 mgd, can treat all pro- <br />jected City flow and the present HCPSA allocation for ten <br />years, or for 20 years if the City's Jones Creek flow is <br />diverted to the PSA's Upper Smith River Plant. <br /> <br />5. The City's plant, if expanded to 9 mgd, can treat all pro- <br />jected flow and the present HCPSA allocation until the year <br />2000. <br /> <br />RECOMMENDATIONS <br /> <br />1. Submit this supplemental report and the NPDES permit application <br />to the State Health Department and to the State Water Control <br />Board, respectively, for their review and comments. (Council <br />was informed that meetings of and with the various entities <br />involved are being scheduled.) <br />
