<br />r~ '> <br />1.,,, <br /> <br />TUESDAY <br /> <br />APRIL 27, 1982 <br /> <br />rezoning of Lot No. 26-R at 307 Starling Avenue from R-6 Residential to P-2 <br /> <br />Professional, which petition the Planning Commission--by report dated April 20, <br /> <br />1982--recommends for approval by Council. <br /> <br />Mr. Michael Hicks, staff member of the West Piedmont Planning District Commission, <br /> <br />appeared before Council and described new approaches in the processes for funding <br /> <br />from the Federal Government's Community Development Block Grant (CDBG) program, <br /> <br />reflecting a shift in certain responsibilites from the federal level to state levels. <br /> <br />Mr. Hicks, furthermore, described the role in these processes of the West Piedmont <br /> <br />Planning District Commission as well as emphasized the Commission's desire to <br /> <br />reflect local priorities and for which the Commission urges the City to determine <br /> <br />what projects--and their priorities--for which the City might seek CDBG funding. <br /> <br />Such projects and priorities, City Manager Edmonds indicated, would be discussed with <br /> <br />Council at its next regular meeting. <br /> <br />At the request of the North Martinsville Pentecostal Holiness Church, through its <br /> <br />Pastor, the Reverend Albert J. Robertson, Council unanimously directed the waiving <br /> <br />of taxes, penalties and interest assessed against Lot No. 9 of the Petuske Subdivision, <br /> <br />at 707 Liberty Street, for the years 1969 through 1974, which property was formerly <br /> <br />owned by Rebecca Blough, willed to Amanda Castle, and acquired by this church in 1969 <br /> <br />but for which a general warranty deed was not issued or recorded until early 1975, <br /> <br />at which later date the church was assured that it had clear title to the property <br /> <br />(i.e., there was no lien against the property, for example, for unpaid property taxes). <br /> <br />Upon recommendation of City Manager Edmonds, an ordinance was introduced--and <br /> <br />ordered placed on Council's agenda for adoption at its forthcoming May 11th meeting-- <br />
