<br />~ .:, <br /> <br />MARCH 9, 1982 <br /> <br />TUESDAY <br /> <br />- <br /> <br />heating-air conditioning systems, should the ordinance be adopted, as well as offered <br /> <br />suggestions designed to ensure compliance with same when future such installations are <br /> <br />made. Mr. and Mrs. Edgar Dietrich, of 218 Arrowhead Trail, appeared before Council and <br /> <br />(as Mr. Dietrich supported before Council on February 23rd) advocated the need for more <br /> <br />stringent decibel-rated regulations than those proposed in said second draft, pointing <br /> <br />out that similar regulations in effect in the City of Bloomington, Minnesota, reportedly <br /> <br />enjoy the support of both the city government and its citizens. Council concurred with <br /> <br />Councilman West's suggestion that City Manager Edmonds and City Attorney Worthy prepare <br /> <br />a third draft of the proposed ordinance, reflecting Council's suggestions, for <br /> <br />presentation to Council at its forthcoming March 23rd meeting, at which time--should <br /> <br />Council desire to consider this matter further--Council will call for a duly-advertised <br /> <br />public hearing thereon prior to taking final action. <br /> <br />Council was informed that, as a result of recent negotiations between the Virginia <br /> <br />Municipal League, the Virginia Association of Counties, and Appalachian Power Company, <br /> <br />Appalachian Power Company has submitted a revised tariff, identified as Public Authority <br /> <br />Tariff No.2 (to replace its previously-submitted Public Authority Tariff No.1), <br /> <br />applicable to electric energy furnished by Appalachian to its retail public facility <br /> <br />customers, which revised tariff the two governmental agencies recommend for acceptance <br /> <br />by the local governments involved. Upon motion, duly seconded and unanimously carried, <br /> <br />Council accepted said PA Tariff No.2, retroactive to January 1, 1982, and authorized <br /> <br />City Manager Edmonds to execute (on behalf of the City) the required agreement thereon <br /> <br />with Appalachian Power Company, which agreement will be in effect through June 30, 1984, <br /> <br />and may continue in effect thereafter for successive periods of one year, unless <br /> <br />terminated. <br />
