<br />,~, '-, <br />~. ~'~"I C) <br /> <br />TUESDAY <br /> <br />MARCH 9, 1982 <br /> <br />are as follows: <br /> <br />BE IT ORDAINED, by the Council of the City of Martinsville, Virginia, <br />in regular session held on March 9, 1982, that Section II of Appendix <br />B of the Martinsville City Code be amended so that the subparagraph <br />thereunder defining "Screening" shall read in its entirety as follows: <br /> <br />Screening - material, consisting of wood, metal, masonry, <br />vegetation or other approved substances, constructed or <br />planted to be sufficiently high and dense so as to effectively <br />obscure certain permitted uses from the view of adjacent <br />properties and/or public rights-of-way. <br /> <br />BE IT FURTHER ORDAINED that Section V of said Appendix be amended <br />so that subparagraph 22 under paragraph L thereunder shall read in <br />its entirety as follows: <br /> <br />22. Outside storage - when screened as required in Section <br />II. Definitions (Screening). <br /> <br />a. Storage lots for automobile repair shop. <br />b. Storage of inoperative vehicles or accessory parts <br />such as tires, motors, body parts, etc. <br />c. Storage of construction materials, other than on <br />an active construction site. <br /> <br />BE IT FURTHER ORDAINED that said Section V be amended so that sub- <br />paragraphs 2 and 3 under paragraph M thereunder shall read in their <br />entirety as follows: <br /> <br />2. Plumbing, heating and electrical shops and building contractors. <br />3. Repair of household equipment. <br /> <br />BE IT FURTHER ORDAINED that this ordinance and the foregoing amendments <br />shall be in force on and after April 8, 1982. <br /> <br />At the request of the City's Commonwealth's Attorney, Mr. J. Randolph Smith, Jr., <br /> <br />Council considered a second draft of a proposed ordinance, first presented to Council <br /> <br />at its regular meeting held February 23, 1982, which would amend Section 11-27 of the <br /> <br />City Code pertaining to noise control and abatement by, among other things, in- <br /> <br />cluding therein decibel-rated limitations, illustrations or samples of which were <br /> <br />presented by City Manager Edmonds. Several members of Council expressed concern over <br /> <br />the possible impact upon many present residential property owners who have central <br />
