<br />TUESDAY <br /> <br />MARCH 9, 1982 <br /> <br />public by this agency (whose members serve without pay), what this agency's future <br /> <br />demands will be upon the City for capital project funds, noting that its operating <br /> <br />expenses are funded through the United Fund. A motion by Mayor Cole, seconded by <br /> <br />Councilman Reed, to appropriate the sum of $6,850.00 for the purpose stated was re- <br /> <br />placed by a substitute motion (by Councilman West, seconded by Councilman Oakes), <br /> <br />viz., to postpone until Council's next regular meeting any action on the request, <br /> <br />pending presentation by the organization's Board of Directors of its position with <br /> <br />regard to the request as well as other pertinent information, including projected <br /> <br />capital funding requests to be made of the City. The substitute motion carried by a <br /> <br />vote of four-to-one, Vice Mayor Cole voting against the substitute motion. <br /> <br />After conducting its current review of the conditions and status of the Special-Use <br /> <br />Permit issued on June 23, 1981 (for a period of five years, subject to annual review) <br /> <br />to the Martinsville Volunteer Fire Company for the conduct and sponsorship of the <br /> <br />annual Firemen's Bazaar at Liberty Heights Fairgrounds, Council unanimously con- <br /> <br />tinued said permit in force for the 1982 Firemen's Bazaar to be conducted at said <br /> <br />location during the period June 28th-July 4th under the same conditions and/or <br /> <br />restrictions as were attached to the original permit. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted an ordinance (as <br /> <br />placed on first reading at Council's meeting held February 23, 1982, at which meeting <br /> <br />a duly-advertised public hearing was conducted thereon) amending Section II and Section <br /> <br />V of the City's Zoning Ordinance, identified as Appendix B of the City Code, which <br /> <br />ordinance and amendments--as members of Council pointed out--are designed to <br /> <br />complement the efforts of the Martinsville-Henry County Clean Community Commission <br /> <br />toward beautifying the City and, at the same time and with reasonableness in enforcing <br /> <br />the ordinance, create no undue hardship upon local business firms.
