<br />", ( (' <br />~ ;-1 ~) <br /> <br />TUESDAY <br /> <br />MARCH 9, 1982 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Barry A. Greene presiding, was held Tuesday, March 9, 1982, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., Barry A. <br /> <br />Greene, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; and <br /> <br />Francis T. West. <br /> <br />Following the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held February 23, 1982, and of its special meeting held February 26, 1982. <br /> <br />Mr. Steve M. Draper, Captain, and other members of the Martinsville-Henry County <br /> <br />Rescue Squad, Inc., appeared before Council in support of the written request, (dated <br /> <br />March 1, 1982) made by Mr. Draper, for this organization, for a contribution (in <br /> <br />addition to that budgeted by the City for 1981-82 and in addition to that being <br /> <br />requested for 1982-83) of $6,850.00 to finance the cost of one Defibulator (i.e., Life <br /> <br />Pack 5) which, with allied equipment to be installed on an ambulance serving the <br /> <br />Martinsville area and with the completion by rescue squad members of on-going <br /> <br />advanced life support training in the field of cardiac technology, will enable the <br /> <br />local squad--along with three Henry County units, for whom the Henry County Board of <br /> <br />Supervisors has agreed to finance the cost of three such Life Packs--to render <br /> <br />advanced service (through the direct transmission of data to the local hospital's <br /> <br />emergency room physicians) to heart attack patients while en route to the hospital. <br /> <br />In addition, Council was informed, the receiving of a Federal or State grant by the <br /> <br />Rescue Squad is contingent upon the requested amount being contributed by City Council <br /> <br />before March 31, 1982. In the ensuing discussion of this request, members of Council <br /> <br />expressed concern over the fact that this request has been initiated only by the squad <br /> <br />membership and has not been con sidered by its Board of Directors; and, furthermore, <br /> <br />although very much in accord with, and appreciative of, the fine services rendered the <br />
