<br />'V <br />:, _5, (:> <br /> <br />TUESDAY <br /> <br />FEBRUARY 23, 1982 <br /> <br />presented the architect's drawings and/or plans for the recommended expanding of the <br />Health Center building by some 4,400 square feet (with allowance for a small future <br />expansion, plus renovations of certain office quarters) to something in excess of <br />12,000 square feet, at an estimated cost of $250,000.00, of which Henry County would <br />pay 60% (or $150,000.00) and the City would pay 40% (or $100,000.00). In the <br /> <br />ensuing discussion of this report, Dr. Roycroft indicated that the proposed expansion <br />will satisfy the Health Department's immediate needs, notwithstanding the fact that <br />the number of clinics conducted by the department and the number of case-loads have <br />multiplied many times over during the past ten-to-twelve years. Meanwhile, Council <br />was informed that the Henry County Board of Supervisors (in its meeting held February <br />22, 1982) concurred with the committee's proposal and agreed to underwrite its 60% <br />share of the estimated cost. In unanimous acceptance of the committee's report and <br />recommendations, Council approved the expansion plans and authorized the expending <br />(by the City) of an amount up to $100,000.00, being the City's share of the estimated <br />cost. As to the financing by the City of its share, City Manager Edmonds informed <br />Council that, although the amount will eventually be amortized over a period of years <br />through rental payments for this property from the State Health Department, said share <br />represents "front-end money" from the City, with the source thereof yet to be <br />recommended and/or determined. <br /> <br />Mr. Mark Henne, Executive Director of the West Piedmont Planning District Commission, <br />appeared before Council and reported that, subject to the favorable reception by the <br />various WPPD member jurisdictions, the Commission is proposing an increase in its <br />1982-83 dues structure, to help offset operating deficits, from 25~ per capita to 27~~ <br />per capita. Subject to said favorable reception, Council indicated that it is in <br />accord with the proposed increase. <br /> <br />Meanwhile, Mr. Henne invited members of Council, as well as extended an invitation to <br />area business executives and representatives, to attend an Industrial Development <br />Seminar at the Holiday Inn, March 10, 1982, sponsored by the West Piedmont Planning <br />District Commission. <br /> <br />After conducting a duly-advertised public hearing on a petition filed by Mr. George <br />Jackson Martin (represented by Mr. Hoyett L. Barrow, Jr., Attorney at Law) seeking the <br />rezoning of property at 416 Starling Avenue from R-6 Residential to P-2 Professional, <br />
