<br />TUESDAY <br /> <br />FEBRUARY 23, 1982 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br />with Vice Mayor William C. Cole, Jr., presiding in the absence of Mayor Barry A. Greene <br />(who was away from the City), was held Tuesday, February 23, 1982, in the Council <br />Chamber, City Hall, beginning at 7:30 P.M., all members--with the exception of Mayor <br />Greene--being present, viz., William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. <br />Reed; and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br />held February 9, 1982. <br /> <br />Mr. Worth Carter, Jr., Chairman of the Martinsville City School Board, accompanied by <br />members of the School Board, on behalf of a special joint committee (composed of Messrs. <br />Carter and Harry Varn from the School Board, and Messrs. Cole and Reed from City Council) <br />appeared before Council and presented jointly to these two bodies an interim report on <br />the committee's deliberations and studies pertaining to the future usage and/or <br />disposition of the facilities and property formerly occupied by the Joseph Martin School, <br />vacated as a public school as of the close of the 1980-81 school year. The committee <br />indicated that it has received a number of suggestions from the public as to the future <br />usage of this facility as well as some expression of interest toward leasing the <br />property for commercial usage and, further, will continue to invite and receive, <br />preferably in writing, comments and suggestions as to such usage until May 1, 1982, <br />following which date the committee hopes to present its final report and recommendations. <br />Vice Mayor Cole, meanwhile, pointed out that some expenses for maintenance of this <br />property have been--and are being--incurred by the School Board, for which, in <br />anticipation of the usage question having been resolved before the 1981-82 school year, <br />no funds were budgeted for 1981-82 and, also, that his previous comments in favor of <br />this property being put to public use are not to be interpreted as implying or <br />recommending that such usage be tax-supported. <br /> <br />A special joint study committee (composed of Messrs. Cole and Reed from City Council <br />and Messrs. James W. Wagoner and Joel Wilson from the Henry County Board of Supervisors, <br />in collaboration with City Manager Don R. Edmonds and Henry County Administrator C. Lee <br />Lintecum, Citizen Consultant Charles M. Russell, Health Director Dr. Elizabeth Roycroft, <br />Mr. J. Norman Paulsen of the Health Department, and Mr. Conrad M. Knight, Architect) <br />
