<br />f., <br /> <br />TUESDAY <br /> <br />FEBRUARY 23, 1982 <br /> <br />and in acceptance of the Planning Commission's recommendation that the petition be <br /> <br />approved, Council unanimously effected said requested rezoning through its adoption of <br /> <br />the following ordinance amending the City's Zoning Map: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled, that the Zoning Map of the City of <br />Martinsville, Virginia, be--and is hereby--amended to reclassify from <br />R-6 Residential to P-2 Professional that certain property located at <br />416 Starling Avenue, being identified on the City's Tax Maps as Lot No. <br />16 of Section 43(2), Block A-16, and on a Plat of Survey, prepared by <br />J. A. Gustin & Associates under date of December 29, 1981, as Lot 3-R. <br /> <br />Also, pursuant to duly-advertised public notice, Council conducted a public hearing on <br />a proposed ordinance to amend Section II and Section V of Appendix B of the City Code, <br />pertaining to the regulating of visual screening of materials stored outside, and the <br />storing of materials outside, the premises of business establishments within the City. <br />Several persons present, representing commercial business firms, made certain inquiries <br />into certain aspects of the proposed ordinance amendments, among whom were ~r. John <br />J. A. Sanders (for his property at 913 East Church Street and who expressed his <br />opposition to the proposed amendments), Mr. Douglas Lawrence (of Lawrence Auto Repairs, <br />1011-1013 East Church Street), and Mr. Robert Sirt (of Sirt's Auto Repair, 125 Bridge <br />Street). At the conclusion of this public hearing, and upon motion, duly seconded and <br />unanimously carried, Council accepted the introduction of the proposed amending <br />ordinance for further consideration and/or adoption at its forthcoming March 9th meeting. <br /> <br />Unanimously commending the members of the Martinsville Volunteer Fire Company, Inc., <br />for their continuing and outstanding contributions of time, monies and efforts toward <br />fire prevention and control within the City, Council accepted this organization's (1981) <br />Annual Report. <br /> <br />After reviewing a proposed ordinance (developed by Commonwealth's Attorney J. Randolph <br />Smith, Jr.) which would wholly amend Section 11-27 of the City Code, relating to the <br />regulation of excessive and disturbing noises within the City, and after hearing com- <br />ments thereon by Mr. Edgar H. Dietrich, of 218 Arrowhead Trail (in which Mr. Dietrich <br />urged members of Council to avail thereselves of research data on decibel-rating of <br />noises), Council referred the proposed ordinance to City Manager Edmonds for study, in <br />collaboration with City Attorney Worthy. <br />
