<br />':;,', l) <br /> <br />TUESDAY <br /> <br />JANUARY 26, 1982 <br /> <br />BE IT RESOLVED (by the Council of the City of Martinsville, Virginia) that <br />the City of Martinsville, Virginia, does hereby encourage the Board of Directors <br />of the New River Valley Regional Police Academy to incorporate said Academy as <br />a non-stock corporation under the laws of the Commonwealth of Virginia and to <br />this end expressly authorizes its representatives on said Board of Directors <br />to take such action as may be necessary to effectuate said incorporation. <br /> <br />Dr. Frederick U. Baublitz, Chairman of the West Piedmont Health Planning Council of the <br />Southwest Virginia Health Systems Agency, and Mr. Frank Mays, Executive Director of that <br />agency, appeared before Council and request fiscal year 1983 funding support (from the <br />City) in the amount of ten cents per capita, on which basis the City of Martinsville <br />would contribute $1,815.00 and which, if other local governments within the agency <br />district so contribute, would partially offset a 50% reduction in grant funding <br />anticipated for fiscal 1983. Upon motion, duly seconded and unanimously carried, <br />Council "tabled" this request. <br /> <br />In tentative acceptance of the Planning Commission's recommendation that Mr. George <br />Jackson Martin's petition (filed on his behalf by Mr. Hoyett L. Barrow, Jr., Attorney <br />at Law) be approved in order to effect a P-2 Professional zoning classification for <br />petitioner's property situated at 416 Starling Avenue, presently zoned R-6 Residential, <br />Council called for a duly-advertised public hearing to be conducted on this petition at <br />Council's forthcoming February 23rd meeting. <br /> <br />Supplemented by a photographic slide presentation, City Manager Edmonds presented a <br />progress report on the City's Housing Rehabilitation Program which, under the guidelines <br />adopted by Council in January of 1981, has completed four rehabilitation units at an <br />average cost of $11,404.00, with nine additional projects in progress or soon to be <br />underway, and with sixteen additional applications on file but only four of which are <br />deemed eligible. Of the total grant of $600,000.00, $180,000.00 has been expended or <br />obligated in construction contracts; and, the work so far has produced positive results, <br />not only in the physical improvements made but also in creating renewed pride in the <br />homeowners and in the neighborhoods. <br /> <br />In response to a recent request from Councilman Reed, concurred in by other members of <br />Council, City Manager Edmonds presented a tabulation, by location and acreage size, of <br />the various land tracts owned by the City as of January, 1982, indicating that the City <br />(excluding the City School Board's properties) owns a total of 966.66 acres of land, <br />a large part of which consists of sites on which public buildings and facilities are <br />
