<br />JANUARY 26, 1982 <br /> <br />TUESDAY <br /> <br />Upon recommendation of City Manager Edmonds, Council unanimously endorsed in principle <br />Mr. Edmonds' proposal that the City of Martinsville participate (at an estimated annual <br />cost of $150.00) in the international Sister City Program, pending expressions of <br />supportive public interest. The purpose of this program, as described by Mr. Edmonds, <br />is to encourage relationships between U. S. communities and communities throughout the <br />world through exchanges of information and activities in the fields of education, <br /> <br />government, culture, economics, and social relations. <br /> <br />- <br /> <br />Toward implementing the Council's recently-adopted policy pertaining to the development <br />of the City's Industrial Park, Mayor Greene appointed Vice Mayor Cole (Chairman) and <br />Councilman Reed to serve as a subcommittee to suggest revisions in the park's <br />development plan and to assist in proposing a new marketing strategy for the remaining <br />City-owned tracts therein. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the following <br /> <br />resolution in support of the proposed incorporation of the New River Valley Regional <br /> <br />Police Academy: <br /> <br />WHEREAS, the City of Martinsville, Virginia, is a member of the New River <br />Valley Regional Police Academy; and, <br /> <br />WHEREAS, the City of Martinsville, Virginia, is represented on the Board <br />of Directors of the New River Valley Regional Police Academy by its chief <br />law enforcement officer and a citizen representative of the City; and, <br /> <br />WHEREAS, the City is desirous of protecting its chief law enforcement <br />officer and citizen representative from any potential legal liability <br />which might arise by virtue of their membership on said Board of Directors <br />and/or any actions taken by them in their capacity as a member of said <br />Board; and, <br /> <br />- <br /> <br />WHEREAS, the City is aware of the privileges, benefits, and advantages of <br />having said New River Valley Regional Police Academy being incorporated <br />as a non-stock corporation under the laws of the Commonwealth of Virginia; <br />and, <br /> <br />WHEREAS, the City is desirous of having said New River Valley Regional <br />Police Academy receive the privileges, benefits, and advantages of a non- <br />stock corporation; and, <br /> <br />WHEREAS, the City is desirous of providing its chief law enforcement <br />officer and citizen representative. with any potential immunities which <br />might arise as a result of said Academy becoming a non-stock corporation; <br />now, therefore, <br />
