<br />'. <br />ih <br /> <br />TUESDAY <br /> <br />JANUARY 26, 1982 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br />with Mayor Barry A. Greene presiding, was held Tuesday, January 26, 1982, in the <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br />Barry A. Greene, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; <br />and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br />held January 12, 1982. <br /> <br />In considering on final reading certain proposed amendments to the City's Cablevision <br />Franchise Ordinance (i.e., CATV Ordinance) which amendments, among other things, would <br />extend the life of the current franchise (now held by Multi-Channel T. V. Cable Company <br />of Mansfield, Ohio, trading as Martinsville Cablevision) for a period of fifty-nine <br />(59) months from effective date of the amending ordinance, and after suggesting that <br />Martinsville Cablevision make available to its customers a discount for one year's <br />prepayment of service costs, upon motion (duly seconded and unanimously carried) <br />Council adopted said proposed amendments to the franchise ordinance originally enacted <br />March 22, 1966, and as subsequently amended on December II, 1973, on February 24, 1976, <br />and on October 24, 1978, with all said amendments (unless otherwise superseded) being <br />incorporated in a re-published document or ordinance which is recorded in the office of <br />the Clerk of Martinsville City Circuit Court (in Deed Book No.143, beginning at Page No. <br /> <br />483) . <br /> <br />At the invitation of Council, Mr. Harry Davis, President of the Martinsville Education <br />Association, along with other members of this group, appeared before Council and, <br />through a photographic slide presentation, depicted an increasing inverse ratio between <br />Virginia public school teachers' salaries and salaries paid public school teachers in <br />surrounding states as well as the inability or the unwillingness of the Virginia <br />General Assembly to fund adequately the Commonwealth of Virginia's share of teachers <br />salaries, the result of which places a greater financial burden upon Virginia's local <br />governments if a salary equailization is to be achieved, aside from cost-of-living <br />raises necessitated by the on-going inflationary spiral. At the request of Council, <br />Mr. Davis indicated that additional and updated information, supplementing that pre- <br />sented, will be passed on to the Council and to the City School Board when available. <br />
