<br />TUESDAY <br /> <br />OCTOBER 27, 1981 <br /> <br />.-- <br /> <br />exception of cash overdrafts in the Sewer Bond Fund and the Federal Programs Fund, both of <br /> <br /> <br />which have already been addressed, with a revised analysis of the Sewer Bond Fund presently <br /> <br /> <br />being prepared; and with the exception of the Central Stores Fund cash overdraft, a condition <br /> <br /> <br />in effect since the City's Central Warehouse was put into operation in August of 1954, <br /> <br /> <br />because no cash appropriation for the purchase of stock inventory was ever made. City Manager <br /> <br /> <br />Edmonds further pointed out that a special study of the history, concept and operation of the <br /> <br /> <br />Central Stores Fund is underway and that a report thereon will be presented to Council in <br /> <br /> <br />the near future. <br /> <br />_. <br /> <br />In response to suggestions designed to insure safe observances of Halloween, offered by Mrs. <br /> <br /> <br />Kathy Kovac (of 708 Beverly Way) by letter presented to Council at its October 13th meeting, <br /> <br />City Manager Edmonds and Police Chief Terry L. Roop informed Council that police officers <br /> <br /> <br />will be on extra duty for the forthcoming October 31st observance and have been assigned to <br /> <br /> <br />specific patrol areas, meanwhile noting that over the past few years problems encountered <br /> <br /> <br />have not been generated so much from the "trick-or-treat" children as they have been from <br /> <br /> <br />other sources. <br /> <br />Council was informed by a special sub-committee (composed of City Manager Edmonds, Vice <br /> <br /> <br />Mayor Cole and Councilman Oakes), recently appointed to study and make recommendations to <br /> <br /> <br />Council on Martinsville Cablevision's recent request for an extension of its cablevision <br /> <br /> <br />franchise, and on related matters, that legal questions have arisen with regard thereto and, <br /> <br /> <br />through City Attorney Worthy, legal opinions on these questions are currently being sought <br /> <br /> <br />from the Virginia Attorney General, following receipt of which the sub-committee should be <br /> <br /> <br />in a position to make its report. <br /> <br />City Manager Edmonds presented to Council a written report on the status of electric <br />generation projects being pursued by the Municipal Electric Power Association of Virginia <br />(i.e., MEPAV), of which the City is a member, preparatory to Council's consideration and <br />discussion of the report at its forthcoming November 10th meeting. <br /> <br />City Manager Edmonds and Police Lieutenant Kermit L. Kanode (the latter being the coordinator <br />of the 1981 United Fund Campaign for City employees) reported that the response from City <br />employees in pledging-contributing to the local 1981 United Fund Campaign has been most <br />gratifying in that their 1981 giving represents a 30% increase over that for 1980, with ten <br />(of eighteen) departments receiving special United Fund recognition. <br />
