<br />:" \) <br />~ ' "'- ~~ <br /> <br />TUESDAY <br /> <br />OCTOBER 27, 1981 <br /> <br />within the City of Martinsville from the City's 1% local sales-use tax, effective December, <br /> <br />1, 1981. <br /> <br />Council continued, for consideration at a future meeting when all members of Council are <br /> <br /> <br />present, a proposed policy statement governing construction of storm drainage facilities <br /> <br /> <br />within the City, as initially presented to Council by City Manager Edmonds on November <br /> <br />25, 1980. <br /> <br />Council respectfully declined an invitation extended by the Piedmont Seniors of Virginia, <br />Inc., to appoint a member of Council to the Advisory Council to the PSOV (Area Agency on <br /> <br />Aging) Board. <br /> <br />In a status report on the City's on-going efforts to obtain emergency water supplies, City <br /> <br />Manager Edmonds informed Council that: <br /> <br />1. As a result of rainfall during the immediate past week-end, the water level <br />(below the spillway) at Beaver Creek Reservoir has improved by some six inches, <br />i.e., from 12 feet and 8~ inches (immediately preceding the rainfall) to 12 feet <br />and 2~ inches, a level still beyond the target point at which mandatory water <br />conservation measures have been proposed but have been postponed because of <br />the excellent cooperation of citizens and industry on a voluntary basis, which <br />voluntary measures remain in effect and have the concurrence of the State <br />Health Department; <br />2. The Lester Quarry continues to be used as a supplementary water source; <br />3. Three lakes or ponds in the upper Beaver Creek area have been drained and one <br />other lake or pond in the area is yet available; <br />4. A new well in the Jones Creek area, with a depth of 400 feet, is producing <br />only 20,000 gallons of water per day, much less than was anticipated; <br />5. Another well site in the Jones Creek area is available, but the digging thereof <br />is being held in abeyance; and <br />6. Another possible water supply source is located along Beaver Creek, above the <br />Henry County Landfill site, on which additional information will be presented <br />to Council at its next meeting. <br /> <br />In connection with the Audit Report for the City's fiscal year ended June 30, 1981, <br />prepared by James K. Sells, CPA, and presented by Mr. Sells to Council at its October 13th <br />meeting, City Manager Edmonds filed with Council two reports, one of which responded to <br />certain recommendations and findings by Mr. Sells in the Audit Report and the other <br />reconciling budgeted or estimated surplus balances in certain funds at June 30, 1981, <br /> <br />with actual surplus balances stated in the Audit Report. <br /> <br />In the first report, Council was <br /> <br />informed that many of the suggestions and recommendations have been already responded to <br />rather fully by various administrative efforts, with remaining suggestions to be satisfied <br />with the full advent and operation of the City's new data processing system, with the <br />
