<br />_L '; <br /> <br />TUESDAY <br /> <br />OCTOBER 13, 1981 <br /> <br />- <br /> <br />Council was informed that the Federal Regulatory Energy Commission has issued a pre- <br />liminary permit to the City of Covington for the Gathright Waterpower Project and, <br />therefore, has rejected the City of Martinsville~s application for such a permit on <br />belatedly-discovered evidence that Covington's application filing preceded <br />Martinsville's by several days. By letter dated October 9, 1981, R. W. Beck & <br />Associates, consulting engineers to the City's Electric Department, recommended that, <br />"Since the permit period for the Gathright Project is 24 months and (is) subject to <br />several terms and conditions to be met by the City of Covington, upon which failure <br />to do so may cancel the permit, the City of Martinsville should monitor the progress <br />of the City of Covington in their pursuit of the development of the Project. Also, <br />to help the City keep abreast of any actions by FERC on the Project.....", the <br />engineers recommended that the City file an ".....Intervention, Out of Time, which-- <br />if accepted by FERC--would put Martinsville on the mailing list for the Project." <br />The engineers also reported that the Municipal Electric Power Association of <br />Virginia (MEPAV) has received a preliminary permit for the U. S. Corps of Engineers' <br />Cave Run Lake, located in Bath County, Kentucky, and has good chances of receiving <br />permits for three other Corps of Engineers-controlled impoundments, and that there <br />is a potential for the City of Martinsville, being a member of MEPAV, to derive <br />benefits from these resources, if developed. Council requested that it be provided <br />with on-going up-dates on these MEPAV projects. <br /> <br />- <br /> <br />By report dated September 25, 1981, the Department of Planning & Budget of the <br />Commonwealth of Virginia informed various local governments that, as a result of the <br />United States Congress' enactment of the Reconciliation Act of 1981, some seventy <br />Federal categorical programs (in the areas of housing, health, social services, and <br />education) have been consolidated into--or replaced by--nine block grants, effective <br />October 1, 1981; that these nine block grants fall within the administrative <br />jurisdiction (for the Commonwealth of Virginia) of three State departments and/or <br />agencies; and that The Honorable John N. Dalton, Governor of the Commonwealth of <br />Virginia, already has taken certain actions necessary for the planning and <br />implementation of the block grant initiative in Virginia. <br /> <br />Council acknowledged receipt of a report on the activities of the Martinsville- <br />Henry County Housing Services Program for the quarter ended September 30, 1981. <br />
