<br />co <br /> <br />TUESDAY <br /> <br />OCTORER-1J--, 1981 <br />"'" .... ~ ... ., <br /> <br />Council referred to City Manager Edmonds a letter from Mrs. Kathy Kovac, of 708 <br />Beverly Way, offering certain suggestions toward ensuring safe Hallowe'en <br />celebrations. <br /> <br />Councilman Oakes, and concurred in by Council, commended both the City's Fire <br />Department personnel and the volunteer fire departments within the County of <br />Henry for their cooperative efforts and ready response to the Lester Lumber <br />Company fire which occurred October 12th. <br /> <br />City Manager Edmonds informed Council that the retail electric service rate increases <br />recently approved for Appalachian Power Company by the State Corporation Commission <br />will probably go into effect for the City's electric customers with the billing to <br />be rendered November 15th. <br /> <br />Upon being informed that Mrs. Marjorie D. Midkiff is relinquishing her position as <br />Chairman of the Martinsville-Henry County Clean Community Commission, Council <br />expressed its appreciation of Mrs. Midkiff's outstanding leadership of the <br />Commission as well as (of) her dedicated interest and guidance. <br /> <br />Mr. Ray A. McCormick, President of the Downtown Business Association, expressed <br />appreciation (on behalf of the DBA) of the City's assistance and cooperation in <br />connection with the recent "Oktoberfest" sponsored by the DBA. <br /> <br />Upon motion, duly seconded and unanimously carried by a recorded vote, and pursuant <br />to Section 2.1-344(a)(1) of the CODE OF VIRGINIA (1950, and as amended), Council <br /> <br />convened into an Executive Session for the purpose of considering the appointment <br />of a citizen to the Piedmont Regional Mental Health & Mental Retardation Services <br />Board (i.e., the Chapter 10 Board) to replace Dr. David G. Glendy, resigned.
