() <br /> <br />TUESDAY <br />, <br /> <br />,-ocrOBER "1::3\~9til <br />........ .......-.....-......................... ...... <br /> <br />w~EREAS, the plans for the proposed project have been revised to reflect the <br />realignment of the project, as requested at the Public Hearing, copy of said <br />revised plans being on file in the office of the City's Director of Public <br />Works; and <br /> <br />WHEREAS, the City of Martinsville has previously requested the Virginia <br />Department of Highways & Transportation to program this project; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular <br />meeting assembled this 13th day of October, 1981, that: <br /> <br />1. The City of Martinsville hereby approves the location and major <br />design features of said proposed project, as revised and as shown <br />on plans on file in the office of the City's Director of Public <br />Works; <br />2. The City of Martinsville hereby requests the Virginia Department <br />of Highways & Transportation to acquire all rights-of-way necessary <br />for this project and to convey same to the City of Martinsville at <br />an appropriate time; and <br />3. The City of Martinsville hereby agrees to pay its share of the cost <br />of said project, including the cost of preliminary engineering, <br />rights-of-way, construction and reconstruction under the cost <br />formula of 95% by said Department of Highways & Transportation and <br />5% by the City of Martinsville. <br /> <br />On the status of on-going efforts to secure supplemental water supplies for the City <br /> <br />and (of) related matters, City Manager Edmonds reported that: <br /> <br />1. The water level of the Beaver Creek Reservoir (below its spillway) is <br />12 feet, 5~ inches, which is beyond the target level at which mandatory <br />water conservation measures have been proposed to become effective but, <br />in view of the significant voluntary conservation efforts on the part of <br />local users during the past three months (as apparent from a comparison <br />of water treatment plant records of the same three months in 1980), the <br />State Health Department continues to concur with voluntary conservation <br />measures; <br />2. Emergency water supplies are now being obtained from the Lester Quarry <br />by gravity through an eight-inch pipe line, producing an estimated <br />300,000 gallons per day; <br />3. Emergency water supplies are being obtained from several ponds or lakes <br />located above the Beaver Creek watershed; <br />4. Bids have been received--and are now being evaluated--for the digging <br />of a new well in the Jones Creek area; <br />5. Feasibility studies are underway on the proposal to secure a connection <br />on Beaver Creek above the Henry County Landfill site, and <br />6. A report on developments toward a long-term water agreement with <br />Henry County should be available before January 1, 1982. <br /> <br />Council acknowledged receipt of a financial report, covering income and expenses, <br />for the quarter ended September 30, 1981, accompanied by a written commentary and <br />analysis prepared for City Manager Edmonds by Mr. Richard D. Fitts, Finance Director. <br />
