<br />TUESDAY <br /> <br />OCTOBER 13, '1981 <br />.... .... .... - - <br /> <br />~ <br /> <br />some discussion, Council referred this matter to City }~nager Edmonds for review and <br />study, in collaboration with Vice Mayor Cole and Councilman Oakes, and for a report <br />thereon to Council within the next two-to-four weeks. <br /> <br />- <br /> <br />Because the City failed to update its tax records to reflect the ownership by Mrs. <br />Ruby C. Martin of a rear lot at 735 Stultz Road, formerly owned by Westinghouse <br />Corporation in 1960, subsequently acquired by Messrs. H. F. Rea and C. H. Dodson, <br />and later by Mr. E. W. Frith, Council ordered the abatement of penalties and <br />interest accumulated on real estate taxes assessed and due on this property, with <br />the understanding that Mrs. Martin will pay said real estate taxes (continuously <br />assessed against Westinghouse Corporation since 1960). The records indicate that <br />said penalties and interest accumulated and being abated have amounted to $77.26. <br /> <br />Upon being informed that the Virginia Department of Highways & Transportation, having <br /> <br />responded favorably to the wishes of local property owners involved (as expressed at <br /> <br />a recent public hearing conducted by the Highway Department), has revised its <br /> <br />initially-proposed location and/or relocation of a bridge and &pproaches over <br /> <br />Mulberry Creek on Spruce Street, Council unanimously adopted the following resolution <br /> <br />concurring therewith and agreeing to pay five per cent of the costs to be incurred: <br /> <br />WHEREAS, a Public Hearing was conducted on August 13~ 1981, in the City of <br />Martinsville, Virginia, by representatives of the Department of Highways & <br />Transportation of the Commonwealth of Virginia, after due and proper notice, <br />for the purpose of considering the proposed location and design of Box Culbert <br />and Approaches over Mulberry Creek in the City of Martinsville (Project 0650- <br />120-101, RW-201, C-501, D-601 Spruce Street), at which hearing aerial photo- <br />graphs, drawings and other pertinent information were made available for public <br />inspection in accordance with applicable State and Federal requirements; and <br /> <br />WHEREAS, all persons and parties in attendance were afforded full opportunity <br />to participate in said Public Hearing; and <br /> <br />WHEREAS, representatives of the City of Martinsville were present and <br />participated in said Public Hearing; and <br /> <br />WHEREAS, a number of residents in the area of the proposed project expressed <br />opposition to the proposed location of the bridge replacement project and <br />requested that the proposed box culvert be shifted approximately fifty (50) <br />feet north of the present bridge structure; and <br /> <br />WHEREAS, following said Public Hearing, <br />& Transportation, having considered the <br />in the project location, indicates that <br />feet of the box culvert is economically <br /> <br />said Virginia Department of Highways <br />citizens' request for 50-foot shift <br />a shift of approximately fifty (50) <br />feasible; and <br />
