<br />TUESDAY <br /> <br />SEPTEMBER 8, 1981 <br /> <br />.- <br /> <br />Upon motion, duly seconded and unanimously carried, Council appropriated (from Water <br /> <br />Fund surplus) the sum of $6,000.00-to-$7,000.00 to finance the cost of engineering <br /> <br />services being performed and to be performed by Wiley & Wilson, Consulting Engineers, <br /> <br />on behalf of the City in connection with the development of a proposed long-term <br /> <br />water agreement between the City and the County of Henry (and/or the Henry County <br /> <br />Public Service Authority), with motion thereon including the executing of a contract <br /> <br />therefor with Wiley & Wilson. Meanwhile, Vice Mayor Cole urged that the results and <br /> <br />findings from these engineering services be shared, at an appropriate time, with the <br /> <br />City-County Merger Study Committee. <br /> <br />- <br /> <br />City Manager Edmonds, reporting on on-going efforts to secure short-term supplements <br /> <br />to the City's water supply, informed Council that procedures are in place for obtaining <br /> <br />water from the Lester Quarry, that a feasibility report is impending for the proposed <br /> <br />drilling of several wells in the vicinity of the City's Jones Creek Water Treatment <br /> <br />Plant, that lakes and ponds above the City's Beaver Creek Reservoir will soon be <br /> <br />tapped, that the availability of several private wells is being explored, that some <br /> <br />relief has been realized from rains and showers on September 3rd-4th, and that--by <br /> <br />letter--he has asked the Henry County Board of Supervisors to reconsider the City's <br /> <br />prior request for permission to obtain water, on an emergency basis, from Reed Creek, <br /> <br />with the Board scheduled to consider (or reconsider) this matter on September 28th. <br /> <br />Meanwhile, in response to an inquiry from Councilman Oakes as to whether a water sur- <br /> <br />charge should be imposed to finance the costs of obtaining emergency water supplies, <br /> <br />City Manager Edmonds reported that the water revenue status is uncertain at the moment, <br /> <br />particularly in that the effects of recent voluntary water conservation are unknown. <br /> <br />Citizens present and commenting on aspects of water conservation and charges were <br /> <br />Mr. Robert N.
