<br />~< .r.1l <br />, {; <br /> <br />TUESDAY <br /> <br />SEPTEMBER 8, 1981 <br /> <br />In order to comply with accounting and financial reporting requirements promulgated <br /> <br />by the Auditor of Public Accounts for the Commonwealth of Virginia, as brought to <br /> <br />Council's attention by Mr. James K. Sells, CPA, whose firm is conducting the current <br /> <br />audit of the City's financial records, and as previously addressed by former City <br /> <br />Manager Thomas B. Noland under date of April 17, 1980, Council authorized the conduct <br /> <br />and preparation of a fixed assets management system, including an inventory and <br /> <br />appraisal, for the City's water and sewer utility systems, similar to that conducted <br /> <br />and prepared by Marshall & Stevens, Inc., for the City's electric utility system under <br /> <br />contract approved by Council on April 22, 1980. Upon motion, duly seconded and <br /> <br />unanimously carried, and pursuant to City Manager Edmonds' recommendation, Council <br /> <br />contracted with the firm of Marshall & Stevens, Inc., pursuant to this firm's pro- <br /> <br />posal dated August 25, 1981, to develop a fixed assets management system for said <br /> <br />water and sewer utility systems, at a total cost of $8,700.00, to be financed equally <br /> <br />between the water and sewer funds and for which Council appropriated necessary funds <br /> <br />(from each fund's surplus). <br /> <br />Upon motion, duly seconded and unanimously carried, Council designated Vice Mayor Cole <br /> <br />as the City's voting delegate to the Virginia Municipal League Conference to be held in <br /> <br />Charlottesville, Virginia, September 20th-22nd, with Councilman Oakes being designated <br /> <br />as the alternate voting delegate. <br /> <br />Because of the conflict between Council's regular meeting scheduled for September 22nd <br /> <br />and the aforesaid VML Conference, the latter to be attended by Vice Mayor Cole, <br /> <br />Councilman Oakes, and Councilman West (Councilman West being 2nd Vice President of the <br /> <br />Virginia Municipal League), and the attendance at the same time by City Manager <br /> <br />Edmonds at the 1981 International City Managers Association meeting, Council <br /> <br />rescheduled said September 22nd meeting for Tuesday, September 29, 1981. <br />
