<br />TUESDAY <br /> <br />SEPTEMBER 8, 1981 <br /> <br />,.-.. <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor Barry A. Greene presiding, was held Tuesday, September 8, 1981, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., Barry A. <br /> <br />Greene, Mayor; William C. Cole, Jr., Vice Mayor; L. D. Oakes; Henry C. Reed; and <br /> <br />Francis T. West. <br /> <br />,- <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held August 25, 1981. <br /> <br />Through Mr. Steve Shenk, of Wiley & Wilson, Consulting Engineers, Council received this <br /> <br />engineering firm's study report setting forth the need and cost (the latter estimated <br /> <br />to be in excess of $8,500,000.00) of upgrading and expanding the City's Wastewater <br /> <br />(Sewage) Treatment Plant. After discussing various facets of this report with Mr. Shenk, <br /> <br />Council authorized the submitting of the report to the Virginia Department of Health for <br /> <br />review and, also, directed the filing of a copy of the report with the Henry County <br /> <br />Public Service Authority for its study and review, looking to a response from the <br /> <br />Authority as to whether it will participate in the cost of the project, if undertaken. <br /> <br />_. <br /> <br />Upon motion, duly seconded, Council approved for Mayor Greene's signature a lease <br /> <br />agreement with Church Street Holding Corporation for use by the City of property now <br /> <br />being used and operated by the City as an off-street parking lot (identified as the <br /> <br />Clay Street Parking Lot), just east of Clay Street's intersection with East Main Street, <br /> <br />under a similar lease agreement to expire September 30, 1981, with the renewal agreement <br /> <br />to become effective October 1, 1981 for a period of five years and at an annual rental <br /> <br />of $1,590.00, payable in equal monthly installments. The motion to enter into this new <br /> <br />agreement carried unanimously, with the exception of Mayor Greene's abstention because <br /> <br />of his business interests in the downtown business area serve.d by this parking lot. <br />
