OVERMAN'S LETTER) <br /> <br />It is our understanding that pursuant to an offer of assistance by the <br />Board of Supervisors of Henry County on August 23rd to supply both <br />raw and potable water to the City of Martinsville in order for the City <br />to better face its current water shortage and to offset an anticipated <br />major water crisis, the City Council through its Manager requested on <br />August 25th additional details of the offer and means of assistance. In <br />the short time frame since the City's request we have attempted to pre- <br />pare appropriate responses, while recognizing that full details of a <br />contractual arrangement between the parties involved would necessitate <br />further negotiations in addition to the full cooperative support and <br />effort of both in order to alleviate any impending water crisis in the <br />City of Martinsville. By the following, we do not propose to indicate <br />that other alternates are not available nor that all details of <br />engineering design, construction and financing have been completed, but <br />the information is provided as guidance to the Board of Supervisors in <br />responding to the City's request. Accordingly, we offer the following <br />which are not necessarily enumerated in the order of the City Manager's <br />eight questions: <br /> <br />1. To provide the City with 1.8MGD of potable water from the <br />Public Service Authority's Marrowbone Creek facilities via <br />the route of Rives Road would require the construction of <br />approximately 3,500 feet of 12-inch transmission main, a <br />booster pumping station, a metering chamber, and a 500-foot <br />connecting link between the existing City mains in Mulberry <br />Road and Rives Road. The present estimated costs of these <br />improvements is $198,400.00, including contingencies and <br />engineering. For the surveying, design, and construction of <br />all of these improvements, approximately four months would <br />be required. It.is proposed that those improvements to be <br />constructed with7~enry County, including the transmission <br />main along Rives Road, the pumping station and the metering <br />chamber will be designed, constructed, owned and operated by <br />the Henry County Public Service Authority. Facilities <br />required and/or recommended within the City should be <br />designed, constructed, owned and operated by the City. All <br />required improvements should be financed totally by the City <br />of Martinsville, since their purpose, at least at this time, <br />is strictly to provide potable water to the City. This <br />would be in keeping with the adopted policies of the Public <br />Service Authority. Operating costs should be borne by the <br />Public Service Authority, but recovery of the same should be <br />realized from the cost of water delivered to the City through <br />a service agreement. <br /> <br />With the use of portable pumping equipment, water could be <br />furnished earlier to the City, while the pumping station is <br />being constructed. Naturally, the transmission main in Rives <br />Road would have to be completed as a first measure. <br />Approximately two months would be required to accomplish this <br />
