All costs related directly to such <br />temporary arrangements should be borne by the City. including <br />those for operating and maintaining the portable pump. <br /> <br />- <br /> <br />2. To furnish 1.8MGD of water to the City of Martinsville on a <br />permanent basis will require certain modifications and additions <br />to the Marrowbone Creek filtration plant and raw water supply <br />facilities. Some of these include such items as back-up pumps, <br />settling tubes in the clarifiers, weir troughs, and flocculators, <br />all of which should be designed, constructed, owned and operated <br />by the Public Service Authority. The present estimated cost of <br />these improvements is $70,000.00, including contingencies and <br />engineering. All financing should be provided by the City of <br />Martinsville in view of the fact that it is the City that is <br />desirous of obtaining water from the County of Henry and <br />because these improvements will be necessary in order to <br />accommodate the City. Approximately two to three months will <br />be required for the design and construction of these permanent <br />improvements and to secure necessary permits from the regulatory <br />agencies. <br /> <br />3. With completion of the above-mentioned improvements and execution <br />of service agreements, the City of Martinsville could be assured <br />of a supply of 0.8MGD of potable water from the Marrowbone Creek <br />facilities. With full cooperation of all parties, the County/PSA <br />should endeavor to provide an additional 1.0MGD with the proposed <br />improvements. <br /> <br />4. No adverse effects on the pressures to the City's industrial park <br />in the (Route) South 220 area are expected with the proper design <br />and operation of the existing and proposed improvements. The <br />(Route) South 220 system was originally designed to work com- <br />patibly and in concert with the City's industrial park facilities. <br /> <br />5. The form of agreement between the County/PSA.-and the City of <br />Martinsville need only be simple and in keeping with the adopted <br />policies of the Public Service Authority and its normal service <br />agreements. The contract should be sufficiently flexible to <br />permit its meshing with the regional water service contract <br />between the City and County/PSA which is now being negotiated. <br /> <br />6. As to the cost per 1,000 gallons to the City, it is suggested <br />that, pursuant to the adopted policies of the Public Service <br />Authority, relating to normal service agreements, a minimum <br />monthly consumption be specified during the period of time the <br />City uses the County's water. Since the PSA must increase its <br />staff during this period and must obligate itself to additional <br />costs of operation in order to accommodate the City, a minimum <br />time, minimum usage and minimum charge should be established. <br />Accordingly, based upon financial data obtained from the PSA <br />staff, we recommend that they be six months, 800,000 GPD and at <br />$20,930.00 per month, respectively.
