<br />_Jl <br /> <br />TUESDAY <br /> <br />SEPTEMBER 1, 1981 <br /> <br />--- <br /> <br />Health, under date of August 28, 1981, concerning supplemental water sources for the <br /> <br />City, and the second being the August 31st letter to the Henry County Board of <br /> <br />Supervisors from Mr. William C. Overman, consulting engineer to the Henry County <br /> <br />Public Service Authority, representing the Henry County Board of Supervisors' response <br /> <br />(from its special meeting held August 31st) to questions posed by Council on August <br /> <br />25th in connection with Henry County's proposal dated August 24th on making available <br /> <br />certain water resources to the City. <br /> <br />--- <br /> <br />(MR. HALEY'S LETTER) <br /> <br />This letter is to confirm our meeting.......on August 27, 1981, con- <br />cerning supplemental raw water sources for the City. Particular con- <br />cern was expressed in using the Lester Quarry and Beaver Creek above <br />where drainage from the Henry County Landfill comes in as two possible <br />water sources. <br /> <br />Utilization of the Lester Quarry as a source of raw water may be <br />acceptable provided that the raw sewage pumping station upstream is <br />equipped with the necessary facilities (i.e., auxiliary source and <br />alarm system) to make it a Reliability Class I station. It should be <br />pointed out that the quantity of water available from the quarry is <br />not known; however, it is believed to exhibit a relatively low yield. <br /> <br />The new site proposed on a branch of Beaver Creek has not been <br />evaluated previously; however, an inspection of this location will be <br />made in the next day or so with recommendations being made accordingly <br />as to the usage of this water for a raw water source. <br /> <br />In regards to withdrawal from Beaver Creek below the County landfill, <br />we cannot approve this proposed raw water source. The potential for <br />contamination from heavy metals, pesticides, poisons, etc., is con- <br />sidered too great and, for all practical purposes, uncontrollable as <br />the landfill already exists. It is understood that this landfill has <br />experienced problems with leachate and uncontrolled spring drainage <br />within the site in past years. To our knowledge, there is no way in <br />which this problem could be corrected and provide adequate <br />reassurances that no contaminants would reach the stream. <br /> <br />This Division is aware of the City's raw water shortage and we intend <br />in every way possible to work and cooperate with the City to reach a <br />solution to its raw water needs. Messrs. Barry Dunkley and M. R. <br />Childrey will attend the City's Council meeting next Tuesday, <br />September 1, 1981, to discuss these matters with the City. <br />
