<br />,-, \,', <br />'-' () <br /> <br />TUESDAY <br /> <br />SEPTEMBER 1, 1981 <br /> <br />Pursuant to action taken at its regular meeting held August 25, 1981, and for the <br /> <br />purposes set forth in said action, the Council of the City of Martinsville, Virginia, <br /> <br />conducted a special meeting, with Mayor Barry A. Greene presiding, on Tuesday, <br /> <br />September 1, 1981, in the Council Chamber, City Hall, beginning at 7:30 P.M. All <br /> <br />members of Council were present, viz., Barry A. Greene, Mayor; William C. Cole, Jr., <br /> <br />Vice Mayor; L. D. Oakes; Henry C. Reed; and Francis T. West. <br /> <br />Following the invocation and the stating of the purpose of this special meeting, <br /> <br />Mayor Greene recognized the presence of three members of the Henry County Board of <br /> <br />Supervisors (Messrs. J. Douglas Johnston, Chairman; James W. Wagoner, Jr., Vice <br /> <br />Chairman; and Joel T. Wilson), plus Mr. A. Lee Lintecum, Henry County Administrator; <br /> <br />Mr. William C. Overman, President of William C. Overman Associates (consulting <br /> <br />engineers to the Henry County Public Service Authority); and Messrs. Barry Dunkley <br /> <br />and Terry Knight of the Virginia Department of Health. Also present was a number of <br /> <br />local citizens. <br /> <br />City Manager Edmonds informed Council that, as of September 1, 1981, the water level at <br /> <br />the City's Beaver Creek Reservoir was twelve feet and one inch below the spillway and, <br /> <br />thus, within the limits of Condition 2 of the proposed Water Resources Conservation <br /> <br />Plan introduced July 28, 1981, despite the fact that water consumption during August <br /> <br />of 1981 was 22% less than that in August of 1980, a reduction attributed (with <br /> <br />appreciation) to the cooperation and voluntary restraints of local citizens and <br /> <br />business firms during the current water emergency. <br /> <br />Council then reviewed two letters (hereinafter made a part of these minutes), the first <br /> <br />being from Mr. M. J. Haley, P.E., Regional Director of the Virginia Department of <br />
