Greene presiding, on Tuesday,

September 1, 1981, in the Council Chamber, City Hall, beginning at 7:30 P.M. All

members of Council were present, viz., Barry A. Greene, Mayor; William C. Cole, Jr.,

Vice Mayor; L. D. Oakes; Henry C. Reed; and Francis T. West.

Following the invocation and the stating of the purpose of this special meeting,

Mayor Greene recognized the presence of three members of the Henry County Board of

Supervisors (Messrs. J. Douglas Johnston, Chairman; James W. Wagoner, Jr., Vice

Chairman; and Joel T. Wilson), plus Mr. A. Lee Lintecum, Henry County Administrator;

Mr. William C. Overman, President of William C. Overman Associates (consulting

engineers to the Henry County Public Service Authority); and Messrs. Barry Dunkley

and Terry Knight of the Virginia Department of Health. J. Haley, P.E., Regional Director of the Virginia Department of
