In response to a question posed by Vice Mayor Cole, noting the reported <br /> <br />level of the City's Beaver Creek Reservoir (now approaching "Condition 2" phase of the <br /> <br />City's proposed Water Resources Conservation Plan), as to when mandatory water <br /> <br />conservation measures should be adopted, council indicated that its decision on this <br /> <br />matter rests upon certain matters and developments yet to be considered as well as <br /> <br />upon certain legal questions yet to be resolved, some of which might be considered in <br /> <br />a proposed Executive Session, with Vice Mayor Cole insisting that, subsequently, the <br /> <br />entire situation be discussed in open session. Too, Mayor Greene cited the probable <br /> <br />adverse economic impact upon both Martinsville and Henry County, should the City be <br /> <br />unable to meet current water needs of local industries, through a compilation of <br /> <br />local industrial employment data which indicated that a substantial majority of local <br /> <br />industry employees reside outside of the City and (that), in the event of employee <br /> <br />lay-offs, the economy of both jurisdictions would suffer. <br /> <br />Upon motion, duly seconded and unanimously carried, Council authorized City Attorney <br /> <br />Worthy to file appropriate documents with the U. S. Justice Department necessary to <br /> <br />permit the opening of the City Regis~rar's office for voter registration, as follows: <br /> <br />September 8th & 14th, from 7:00 P.M. to 9:00 P.M.; and <br />September 12th, September 26th, and October 3rd (all Saturdays) <br />from 9:00 A.M. to 5:00 P.M. <br /> <br />Pursuant to Section 2.1-344(a)(1) and Section 2.1-344(a)(6) of the CODE OF VIRGINIA <br /> <br />(1950, and as amended) and upon motion, duly seconded and unanimously carried by a <br /> <br />recorded vote, council convened into an Executive Session for the purposes of <br /> <br />(a) considering names of citizens for possible appointment to the City's Industrial <br /> <br />Development Authority and (b) being briefed by City Attorney Worthy on legal matters <br /> <br />pertaining to the aforesaid response from the Henry County Board of Supervisors to <br />
