Route 220 crossing the Smith River at the hydro-electric dam <br />and thence to the City's main at duPont Road. Even improvements along <br />Mulberry Street would afford the system with other means of distributing <br />flows to the City from the Marrowbone Creek facilities. These could be <br />installed at a later date and possibly considered as joint efforts on <br />behalf of both the County and the City. It should be recognized that <br />any such improvements should serve a dual purpose whereby water can be <br />furnished in either direction during an emergency or for the purpose <br />of balancing flows and pressures and providing more adequate fire <br />protection to both communities. <br /> <br />- - - - <br />- - - - <br /> <br />effect, the City's request was denied until such time as full utilization of the PSA's <br /> <br />In discussing this response from the Henry County Supervisors, Council noted that, in <br /> <br />Marrowbone Creek Water Treatment Plant's water supply will first have been made and <br /> <br />(that) certain questions (such as, who would pay for line construction and any <br /> <br />left unanswered. In addition, Council perceived that certain legal matters are also <br /> <br />well as the rate the Henry County Public Service Authority would charge the City) were <br /> <br />ancillary equipment, plus operating costs, the amounts of which are in question, as <br /> <br />involved, discussion of which Council deemed appropriate only in Executive Session. <br /> <br />Meanwhile, several citizens present offered Comments and suggestions pertaining to the <br /> <br />City's current water emergency as well as to Henry County's response to the City's <br /> <br />request for permission to obtain emergency supply water from Reed Creek, among whom <br /> <br />(i.e., these citizens) were Mrs. Dori Blitz, of 114 Emmett Street; Mr. Howard <br /> <br />Place; and Mr. Richard A. Prillaman, President of Prillaman & Pace, Inc., a local <br /> <br />Lenderking, of 1118 Corn Tassel Trail; Mr. Oscar F. Cannaday, Jr., of 1144 Knollwood <br /> <br />heating-plumbing firm, with Mr. Prillaman advocating that the City make the best usage <br /> <br />of available water sources by taking water from the PSA's Marrowbone Creek Plant source <br /> <br />side of Smith River) to provide water for the southern portion of the City and to take <br /> <br />at a connection available near the Bassett-Walker Knitting Company plant (on the north <br /> <br />water from an abandoned rock quarry (situated north of the City) owned by The Lester <br />
