<br />- ~ <br />~1 <br /> <br />TUESDAY <br /> <br />AUGUST 25, 1981 <br /> <br />be constructed and inter-connected with the City's facilities. The total <br />estimated cost of these improvements is approximately $39,100. However, <br />it should be noted that, at the present time, only $11,500 of this amount <br />is required for proper distribution of water and equalization of flows. <br />Therefore, a total estimated construction cost of those facilities <br />necessary to serve the City of Martinsville with an additional 1.8MGD is <br />less than $150,000. <br /> <br />As to the hydrolics involved and the effects of the above-mentioned <br />improvements upon the City's water system operations, it has been <br />estimated that an additional pressure of 15 pounds per square inch would <br />be realized by an input of 1.8MGD from a proposed County booster station, <br />a relatively negligible increase in pressure. It is not anticipated that <br />this increase in pressure would have any adverse effect upon the City's <br />system nor upon its customers. In fact, such increase in pressure may <br />well affect certain sections of the City with better fire protection and <br />better water service. <br /> <br />As to operational costs, it has been estimated that the yearly power <br />costs for the above-described facilities would be between $15,000 and <br />$20,000. <br /> <br />As to the question of whether or not sediment would be disturbed in the <br />City's water mains as a result of providing the City water from the <br />Marrowbone Creek facilities, it should be noted that the City of <br />Martinsville has prudently serviced and pumped its water mains for many <br />years in order to rid the system of such sediment. However, should such <br />sediment be disturbed as a result of reversed direction of flows, an <br />advanced or accelerated flushing program could be adopted in the early <br />stages of operation in order to rid the system of such discolored water. <br />It should be noted that, with the additional supply of 1.8MGD from the <br />Marrowbone Creek facilities, more water would be available to the City <br />for such flushing operations and would eliminate the necessity for the <br />use of the Beaver Creek supply for this purpose. <br /> <br />Should the City of Martinsville decide that it requires a flow in excess <br />of 1.8MGD, the Authority's treatment facilities could be expanded and <br />additional pumping capability provided in the above-mentioned pumping <br />station; and a total of 2.8MGD could be furnished by the same means with <br />an increase of only 36 pounds per square inch on the City system. <br /> <br />Still further, with an increase of flow to 3.8MGD, an additional pressure <br />on the City system would only amount to 64 PSI. Even this could be reduced <br />by the addition of other improvements within the City's water system. <br /> <br />It should be further recognized that, with a concerted and cooperative <br />effort on the part of both the City of Martinsville and the Henry <br />County/Public Service Authority, other improvements could be made to <br />accommodate the City's needs via the construction of other pipes and <br />pumping stations to provide routing for the distribution of flows and <br />
