<br />TUESDAY <br /> <br />AUGUST 25, 1981 <br /> <br />- <br /> <br />The Board of Supervisors is very cognizant of the water needs of our <br />area. The members feel that, in making these proposals, they are <br />attempting to utilize for the benefit of the residents of both <br />Martinsville and Henry County those water resources which are currently <br />available. As previously stated, the emergency plan developed by the <br />Director of the Public Service Authority for Use in the event of a water <br />shortage in the Collinsville/Villa Heights Service Area also involves <br />utilization of Reed Creek. Thus, any agreement on Reed Creek would have <br />to assure the availability of that water in case of an emergency in the <br />Collinsville/Villa Heights area. <br /> <br />I trust that (you and) the Council will consider these proposals as a <br />good faith effort by Henry County to respond to the needs of the City <br />of Martinsville and of all the citizens of Martinsville and Henry County. <br />It is true that some of our proposals for this crisis situation will <br />interface with the on-going long-term negotiations for a water agree- <br />ment. However, we feel that the crisis itself emphasizes the need for <br />such an agreement and hope that it can be reached as expeditiously as <br />possible. <br /> <br />If you have questions or need further clarification, please feel free <br />to contact me. <br /> <br />----- <br /> <br />REPORT FROM OVERMAN & ASSOCIATES <br /> <br />Immediate use of County/Authority facflities:as recently offered by <br />the Authority in the amount of 850,000 gallons per day would provide <br />additional time during which other improvements as may be required <br />could be provided in order to furnish the City with greater quantities <br />of water from the Marrowbone Creek water treatment facilities. <br /> <br />As to the County/Authority furnishing the City of Martinsville with <br />approximately 1.8 million gallons of water per day from the Marrowbone <br />Creek water treatment facilities, preliminary investigations have <br />indicated that water could be supplied to the City's elevated storage <br />tank in the vicinity of the City Armory. To accomplish this would <br />require the construction of a pumping station in the vicinity of the <br />intersection of the City Limits and Rives Road. Further, approxi- <br />mately 3,500' of 12" transmission main and related appurtenances would <br />be required for construction along Rives Road from the bridge over the <br />Smith River to the City Limits, at which point the new main would be <br />connected to the City's existing 12" main. It should be noted that, <br />at the previously mentioned bridge, the Henry County Public Service <br />Authority has a 10" watertransmission main on the north side of the <br />Smith River. The estimated cost of these improvements is $135,000. <br />In order to better equalize flows and the distribution of water <br />throughout the City's system, another 1,200-1,700' of 12" main could <br />
