<br />20 <br /> <br />JULY 28, 1981 <br /> <br />TUESDAY <br /> <br />and almost on schedule, and upon Mr. Fitts' and City Manager Edmonds' <br /> <br />recommendation, Council unanimously authorized the purchase of four <br /> <br />additional CRT terminals, estimated to cost $3,200.00 each, to meet the <br /> <br />system implementation and expanded usage of the system. This purchase, <br /> <br />plus an amount which will be due Southern Data Systems upon contract <br /> <br />completion, will place the City's total investment in the data processing <br /> <br />system at $202,842.00, which is proposed to be financed on a lease-purchase <br /> <br />arrangement over a five-year period, for which the sum of $44,625.00 has <br /> <br />been budgeted for 1981-82, the first of five years, which budgeted amount <br /> <br />is estimated to be sufficient to cover the City's obligation (once a lease- <br /> <br />purchase contract is entered into, probably within the next month or two) <br /> <br />for 1981-82. <br /> <br />In response to a recent request that the City's minimum monthly water and <br /> <br />sewer service charges be reduced, as filed by Mr. Howard Lenderking of 1118 <br /> <br />Corn Tassel Trail, who pointed out that he and many other like-retired <br /> <br />consumers use less than the 4,000 gallons minimum each month but are charged <br /> <br />for the minimum, City Manager Edmonds presented an analysis, by consumption <br /> <br />groups of water customers, which indicated that 52.7% of the City's <br /> <br />custome~are within the minimum consumption bracket (i.e., 4,000 gallons or <br /> <br />less per month), using 8.6% of the water sold and producing 19.36% of the <br /> <br />revenue. This analysis continued in the same manner, again, by consumption- <br /> <br />usage groups, further indicating that those users of 100,000 gallons or more <br /> <br />per month constitute .5% of the total customers, who account for 66.7% of <br /> <br />total water sold and 42.73% of total water revenue. City Manager Edmonds <br /> <br />pointed out that, for the City to meet its water budgetary requirements, <br /> <br />any reduction in the minimum charge would necessarily have to be passed on to <br />
