<br />TUESDAY <br /> <br />JULY 28, 1981 <br /> <br />Sec. 6-25 Emergency Purchases. <br /> <br />.- <br /> <br />Any emergency purchase shall be allowed if the normal <br />functioning of a City department would be hampered in <br />such a manner as to affect life, health, or to cause <br />damage to community property or programs. Such purchases <br />must be verbally authorized by a department head or his <br />designee. <br /> <br />Emergency purchases shall not require prior notification <br />of the Purchasing Department. The using department shall <br />secure from the vendor a receipt for the goods purchased, <br />attach the receipt to a requisition form and submit it to <br />the Purchasing Department within two working days of the <br />--, emergency purchase. The requisition must be fully complete <br />otherwise and clearly state the circumstances of the emergency <br />purchase. The Purchasing Department shall then issue a con- <br />firming purchase order to the vendor, using the purchase <br />order form and routed routinely. <br /> <br />Sec. 6-26 Preference to City Suppliers. <br /> <br />The Purchasing Agent shall give pr'eference, insofar as <br />practicable, to materials, supplies and equipment produced <br />or sold by persons or firms whose places of business are <br />located in the City; provided, that no concessions are made <br />as to the requirements of price, standards, and delivery. <br /> <br />An emergency existing, this ordinance shall be in force on and after <br />August 1, 1981. <br /> <br />After reviewing a report recently presented by City Attorney Worthy on the Council's <br /> <br />prerogatives with regard to procedures and methods by which the collection of <br /> <br />delinquent real estate taxes may be implemented, and pursuant to City Manager <br /> <br />.,- <br /> <br />Edmonds' suggestion, Council unanimously authorized Mr. Edmonds to employ a <br /> <br />delinquent tax collector on a part-time basis for the remainder of the current <br /> <br />fiscal year. <br /> <br />After receiving a verbal report from Richard D. Fitts, Director of Finance, <br /> <br />- <br /> <br />as to the current status of the City's data processing system implementation <br /> <br />through the City's contract therefor with Southern Data Systems, Inc., of <br /> <br />Raleigh, North Carolina, on which progress was reported as being satisfactory <br />
