<br />1 f <br /> <br />TUESDAY <br /> <br />JULY 28, 1981 <br /> <br />~ <br /> <br />other users in the form of increased rates, particularly inasmuch as all <br /> <br />users, irrespective of consumption, would be paying the minimum monthly <br /> <br />water service charge, as they now are, by whatever amount the minimum might <br /> <br />be reduced. Council continued this matter for study, concurring in the opinion <br /> <br />that now is not an appropriate time to take any action thereon and that, perhaps, <br /> <br />a year hence would be a more appropriate time for further consideration. <br /> <br />City Manager Edmonds informed Council that the Virginia Department of Highways <br /> <br />& Transportation will be conducting a public hearing in City Hall on August 13th <br /> <br />on a proposal to replace and/or reconstruct the bridge across Mulberry Creek on <br /> <br />State Route 650, further identified as being on an extension of Spruce Street, <br /> <br />just within the City's corporate limits at that point, a matter--should the <br /> <br />highway department desire to proceed with the project--requiring Council's <br /> <br />action. <br /> <br />- <br /> <br />City Manager Edmonds also informed Council that the City's animal shelter, <br /> <br />formerly located near or adjacent to the City's water filtration plant, has <br /> <br />been displaced by the current water plant improvement (UDAG) project, creating the <br /> <br />temporary boarding of animals at Henry County's animal shelter and the need to <br /> <br />construct a new City animal shelter, proposed to be located further south of <br /> <br />the water treatment plant complex, the cost of which (new animal shelter) is <br /> <br />currently estimated to be $26,000.00, bids for which construction are now <br /> <br />being invited. <br /> <br />Upon motion, duly seconded and by a recorded and unanimous vote, Council <br /> <br />convened into an Executive Session, pursuant to Section 2.1-344(a)(1) of the <br /> <br />CODE OF VIRGINIA (1950, and as amended), to consider the appointing of a <br /> <br />replacement for Mr. Glenn C. Edwards (resigned) on the Transportation Safety <br />
