<br />,~ <br />.. <br /> <br />TUESDAY <br /> <br />JULY 28, 1981 <br /> <br />~ <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular session held on July 28, 1981, that Chapter 6, Article III <br />of the Martinsville City Code shall be and is hereby amended entirely <br />to read as follows: <br /> <br />ARTICLE III <br />PURCHASING <br /> <br />Sec. 6-20 Purchasing Department. <br /> <br />There shall be a Purchasing Department of the City, the <br />head of which shall be the Purchasing Agent. <br /> <br />- <br /> <br />Sec. 6-21 Purchasing Agent - Supervision and Control; Bond. <br /> <br />The Purchasing Agent, his office and staff, shall be <br />under the general supervision and control of the City <br />Manager. The Purchasing Agent shall give bond for <br />the faithful performance of his duties in a sum and with <br />surety approved by the Council. <br /> <br />Sec. 6-22 Same - Powers and Duties Generally. <br /> <br />The Purchasing Agent shall advise and assist the City <br />Manager in the formulation of policies and procedures in <br />connection with the purchasing activities of the City, <br />and shall be responsible for the purchase of all supplies <br />and contractual services needed by any using City depart- <br />ment. He shall also be in charge of, and responsible for, <br />the operation of the central city warehouse and storerooms, <br />and shall perform such other duties as may be assigned to <br />him by the City Manager. <br /> <br />Sec. 6-23 Interest, etc., in Contracts or Purchase Orders. <br /> <br />No elected official or employee of the City, or any member <br />of his/her immediate family shall have any financial or <br />other interest, either directly or indirectly, in any contract, <br />purchase or purchase order for any supplies, materials, <br />equipment or contractual services used by or furnished to <br />the City. Nor shall such officials or employees accept or <br />receive, directly or indirectly, from any persons or firms <br />to which any contract or purchase order may be awarded, <br />or from whom or which any purchase is made, by rebate, <br />gift, or otherwise, any money or anything of value whatso- <br />ever, or any promise, obligation for future reward or com- <br />pensation. Violation by a supplier shall result in disbarment <br />from future City purchasing activities. <br /> <br />Sec. 6-24 Regular Purchases. <br /> <br />No obligations for goods, materials, supplies, equipment <br />or contractual services for any purpose may be incurred <br />by any department under the jurisdiction of the City <br />Manager without the issuance of a purchase order, contract, <br />
