<br />0\) <br /> <br />TUESDAY <br /> <br />JULY 14, 1981 <br /> <br />Upon motion, duly seconded and unanimously approved, Council approved--as recorded-- <br /> <br />the minutes of its regular meeting held June 23, 1981. <br /> <br />After conducting a duly-advertised public hearing and in acceptance of the Planning <br /> <br />Commission's report and recommendation dated June 22, 1981, Council unanimously <br /> <br />adopted the following ordinance amending the City's Zoning Map to reflect a C-3 <br /> <br />Commercial zoning classification of property, hereinafter described, owned by <br /> <br />Dr. Jack H. Eberhart and Dr. John W. Selman, petitioners: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in <br />regular meeting assembled, that the Zoning Map of the City of Martinsville <br />be--and~s hereby--amended to reflect a C-3 Commercial zone classification <br />for that certain tract of land identified as Parcel F, as shown on Plat <br />of Survey prepared for Jack H. Eberhart, M.D., and John W. Selman, M.D., <br />by J. A. Gustin & Associates under date of March 23, 1981, which tract of <br />land is situated on the northwest side of Commonwealth Boulevard and on <br />the sout~east side of Morgan Street, adjacent to C-3 zoned property owned <br />the Martinsville Athletic Club. <br /> <br />An emergency existing, this ordinance shall be in force from date of <br />. adoption. <br /> <br />Mrs. Pat Dameron, Chairman of the local Community Action Council, appeared before <br /> <br />Council and rev i ewe d her 0 r g ani z a Hon' s request, presented to Council <br /> <br />on June 23, 1981, for certain changes in the procedures by which Council appoints <br /> <br />and/or reappoints members to the City School Board. Councilman West, in response <br /> <br />generally and subsequently concurred in by other members of Council and citing <br /> <br />conditions elsewhere in Virginia resulting, adversely, from adopting all of the <br /> <br />procedures advocated by the Community Action Council, expressed his conviction that <br /> <br />the requested procedures would not be an improvement over Council's present method <br /> <br />of selecting and appointing citizens to various boards and commission. Meanwhile, <br /> <br />individual members of Council indicated that they have no objection to publicizing, <br /> <br />in advance, impending expirations of terms of board members and no objection to <br /> <br />individually receiving from citizens, as it now does and has for many years, names <br />
