<br />TUESDAY <br /> <br />JULY 14, 1981 <br /> <br />-. <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Vice Mayor William C. Cole, Jr., presiding in the absence of Mayor Barry A. Greene <br /> <br />(who was away from the City on business), was held Tuesday, July 14, 1981, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all other members of Council being <br /> <br />T. West. <br /> <br />present, viz., Vice Mayor William C. Cole, Jr.; L. D. Oakes; Henry C. Reed; and Francis <br /> <br />- <br /> <br />Prior to the beginning of this meeting, in the courtroom of the Circuit Court of the <br /> <br />City of Martinsville, members of the General Joseph Martin Chapter of the Daughters of <br /> <br />whom Martinsville was named, which portrait was painted by the late Robert Kearfott <br /> <br />the American Revolution presented to the City a portrait of General Joseph Martin, for <br /> <br />(a native of Martinsville) from an earlier portrait. Acceptance of this portrait, <br /> <br />which had been located in the Joseph Martin School until its recent Closing, was made <br /> <br />by The Honorable Frank I. Richardson, Jr., Judge of Martinsville City Circuit Court, <br /> <br />in whose courtroom the portrait will hang, and by Vice Mayor Cole. <br /> <br />After the invocation but preceding its consideration of regular business, Council presented <br /> <br />service awards to those City employees who had attained certain incremental years of service <br /> <br />during the quarter ended June 30, 1981, and, also, presented tokens of appreciation, for <br /> <br />their many years of service in the City's employment to the following recently-retired <br /> <br />employees: <br /> <br />Merle C. McCrickard _ _ _ _ _ _ _ _ _ <br /> <br />employed May 9, 1963 in the Street <br />Division of the Public Works <br />Department; retired June 30, 1981, <br />as Water Meter Maintenance Supervisor; <br />employed October 27, 1958 by the Public <br />Works Department and retired June 12, 1981, <br />from this department's Refuse Collection <br />Division; <br />employed July 6, 1955 in the Engineering <br />Division of the Public Works Department; <br />retired June 30, 1981, as Superintendent <br />of Water Resources; and <br />employed December 15, 1944 as Clerk of <br />Council and Auditor (the latter title <br />subsequently being changed to that of <br />Finance Director); retired as Finance <br />Director on June 30, 1981. <br /> <br />Lawyer L.
